
While declaring him an "enemy of the party," Rama awarded Kokëdhima's company strategic contracts, including the 1.1 billion lek tender for the Albanian Post Office.
The Constitutional Court stripped Koço Kokëdhima of his mandate in 2016 for illegally benefiting from public funds. However, Edi Rama’s government has repeatedly awarded tenders to the company “Abissnet Sh.pk”, including a 1.1 billion lek contract with the Albanian Post in 2025. For a decade, Kokëdhima has received nearly 8 million euros from state institutions, although Rama has publicly treated him as an “enemy”, while behind the scenes he has rewarded him financially.
In May 2016, the Constitutional Court revoked the mandate of SP MP Koço Kokëdhima, based on official evidence that he, through his company "Abissnet Sh.pk", had benefited from state funds after taking office as an MP.
Koço Kokëdhima denounced the removal of the mandate as a bargain between Edi Rama and Sali Berisha, arguing that the request was made by the DP and supported by the SP in parliament. Before the removal of the mandate, Edi Rama severed public ties with Kokëdhima and declared him an "enemy of the party."
But behind the scenes, and then openly, Edi Rama did not ban tenders for the company "Abissnet Sh.pk" of "enemy" Koço Kokëdhima. On the contrary, tenders have been increased through state institutions for the purchase of internet services.
According to the Public Procurement Bulletin dated December 2, 2025, Koço Kokëdhima has received the next tender from the Albanian Post for the supply of internet and intranet services, worth 1.1 billion lek including VAT and a contract term of 4 years.

This tender was prepared in May 2025 by the former director of the Albanian Post, Ardit Demiri, as a “big shot” for Babloku’s “enemy.” This happened even though the Post has parallel internet contracts with two other companies for the same period.
On August 18, 2025, the company “Abissnet Sh.pk” was declared the winner. Two other companies appealed because they had bids 100 million lek and 160 million lek lower. The procedure was returned for reconsideration of the criteria and bids.
On October 22, 2025, just a week before leaving office, Ardit Demiri re-evaluated and again announced the winner of the company "Abissnet Sh.pk" with the same contract value of 1.1 billion lek, leaving out the two lowest bids.
In the years 2016–2025, after the removal of his mandate at the request of the DP and the votes of the SP, former MP Koço Kokëdhima, known as the "General of the South", received 8 million euros from tenders and state services, undoubtedly with the blessing of Edi Rama.
