The Investment Corporation covers the procedure, while the Prime Minister leads the January 26 competition that hands over 55 percent of the construction on public land to the investor.
Edi Rama has initiated the procedure for the construction of towers in the garden of the Palace of Congresses, transferring to the private sector 4,760 m² of public land and 55 percent of the construction area in the 50 thousand square meter project. Meanwhile, the state benefits only 45 percent, while the private sector also receives financial compensation for the revitalization of the Palace of Congresses. The project is a copy of the previous affairs of the towers of Tirana and other cities, with the main burden falling on the citizens and the benefits going to the private clients of the government.
In April 2025, Prime Minister Edi Rama announced the idea of building PPP towers in the area of the Palace of Congresses. A week ago, he made it a fait accompli and started the procedure to quickly implement it.
With Notice No. 560/4, dated November 27, the Director of the Investment Corporation, Elira Kokona, announced the competition for the project with the object "Development through private enterprise of a multifunctional facility near the Congress Palace in Tirana".
The flowerbed that will be transformed into a tower
To implement this private-public project, the Investment Corporation has adhered to Decision No. 503, dated September 10, 2025 of the government, with which it has taken ownership of the 4,760 m² public land, a flower garden around the Palace of Congresses, which was previously owned by the Municipality of Tirana.
Now, towers with apartments, commercial units, offices, entertainment venues and underground parking will be built on this flowerbed, by the private company that Edi Rama will select, under the guise of investment compensation for the revitalization of the Palace of Congresses.
The project is called a "joint venture partnership," but it is essentially a bargain where the private sector benefits from free state land and secures profits from construction, while the state only receives a portion of the new surface area.
According to the competition announcement, out of the total construction area of 50 thousand m², the state benefits from 45 percent, or 22,500 m², while the private sector benefits from 55 percent, or 27,500 m².

The selection of the winning firm for the construction of the towers around the Palace of Congresses will take place on January 26, 2026, in a competition that will be led by Prime Minister Edi Rama as chairman of the National Territorial Council. Meanwhile, Elira Kokona of the Investment Corporation will formally sign the documents.
The impression is created that the state benefits from the private sector, but in fact it is the private sector that benefits from the free land and a reimbursement of 40 percent of the investment it will make in the Palace of Congresses. The budget for this investment has not been made public, raising suspicions of abuse of public funds.
The same scheme and the same affair with other towers in Tirana and Albania
The tower project near the Palace of Congresses is a copy of all the previous tower projects that Edi Rama has approved in Tirana and other cities. The same scheme has been applied to the “Asllan Rusi” Sports Palace, the “Selman Stërmasi” Stadium, the “Zyber Hallulli” Children's Home, the Albanian Telegraphic Agency, as well as the tower projects around the stadiums in Durrës, Vlorë and Korçë./ Pamphlet
