Law No. 20, dated March 13, 2025, "On the Mountain Package", defines only mountain areas for business investments with guesthouses, resorts, farms and other activities, on land that will be granted by the state with 10 years of tax-free status, to the first 500 applicants.
But Government Decision No. 716, signed by Prime Minister Edi Rama, on the definition of investment zones in the Shijak Municipality, has ignored the "Mountain Package" law, declaring the coastal area of Maminaz-Lalz as a "mountainous area".
In this coveted coastal territory, Babloku has approved 20 development zones with a total area of 301 hectares as a supposedly mountainous area, for construction investments with resorts, hotels, villa and palace complexes, as a continuation of the tourism investments that have been made so far.
The entire Maminas-Lalz area is not a mountainous area and should not be included in the "Mountains Package" law, but Edi Rama has called those lands "mountains" and has approved the government's decision to donate them to friends, clients, oligarchs and traffickers connected to his family.
Here are the 20 coastal areas and surfaces declared as "mountains"
- Development zone no. 1, Maminas Administrative Unit, Rubjek area with an area of 169.56 ha.
- Development zone no. 2, Maminas Administrative Unit, Rubjek area with an area of 3.88 ha.
- Development zone no. 3, Maminas Administrative Unit, Rubjek area with an area of 4.48 ha.
- Development zone no. 4, Maminas Administrative Unit, Karrec area with an area of 32.15 ha.
- Development zone no. 5, Maminas Administrative Unit, Karpen area with an area of 1.86 ha.
- Development zone no. 6, Maminas Administrative Unit, Karpen area with an area of 2.57ha.
- Development zone no. 7, Maminas Administrative Unit, Karpen area with an area of 10 ha.
- Development zone no. 8, Maminas Administrative Unit, Metalla area with an area of 3.5 ha.
