But the TEC in Roskovec, similar to the Rrangalle TEC of Vlora and the other floating TEC (a corrupt affair according to the KLSH), will be built among agricultural lands and is considered an "ecological bomb" that will bring consequences of serious for the health and life of citizens, but also for their properties.

The farmers of some villages of Roskovec and Dimal have considered the construction of this power plant in their area as deadly, stressing that its presence will destroy an agricultural area of ​​700 ha with greenhouses, where not only the soil and water will be polluted, but also the air.

In conditions where Albania has other sources of energy without harming the environment, the Roskovec TPP may not only be unnecessary, but it is also a suspected corruption affair behind which is the oligarch Bashkim Ulaj, the biggest beneficiary of assets and public properties, but also an emblem of irreparable environmental crimes, from the illegal hydropower plants according to the Supreme Court in Valbona to the bite of Kruja.

If Ilir Meta took the gallows against TEC for his plight in prison, the silence of the DP chairman, Sali Berisha and his son-in-law Jamarbër Malltezi, who leave nothing uncommented and cursed from the balcony where they are isolated SPAK as corrupt.

Jamarbër Malltezi, "sensitive" to environmental issues even though he erected 19 towers with dirty money according to SPAK and on alienated public property, is silent about Roskovec TPP, just as he is silent with his father-in-law about laboratory and hemodialysis concessions in health, for the Milot-Fier concession, for strategic investors, etc.

The reason is simple. Behind the TEC is the oligarch of Bashkim Ulaj, with his company Gener 2 and a Greek company, used for the facade.

SPAK has not investigated this suspicious relationship between Sali Berisha and Bashkim Ulaj. Facts of a corruption affair

In 2001, Bashkim Ulaj, through his brother Ahmet Ulaj, receives a permit for the construction of an 11-storey building on 'Mustafa Matohiti' Street in Tirana. The permit is issued in favor of the company ABAU, founded in 1998 by Ahmet Ulaj, brother of Bashkim Ulaj, co-owner of Gener 2, together with Bashkim Ulaj.

On December 17, 2007, Sali Berisha, two years after coming to power, concluded an agreement with the Gener 2 company of Bashkim Ulaj, two years after coming to power, giving Ulaj a mineral permit for the use of 233 hectares of public property, consisting of stone limestone, clay and sandstone. The public property that Berisha passed into Ulaj's hands is located in Fushë-Krujë in the area of ​​Kodra e Zeze, Bacung and the Dallxhik stream.

The agreement between the Ministry of Economy headed at that time by Gent Ruli and Bashkim Ulajt also provided for the construction of a cement factory by Gener 2, anticipating an investment of about 210 million USD. Meanwhile, on February 2, 2007, the Ministry of Transport, another branch of the Berisha government, grants a license to Bashkim Ulaj company for construction of highways, excavations, construction of roads, water pipes, works on electrical systems, port construction, railways, power lines, etc. . It is a license that would be renewed, paving the way for Bashkim Ulaj to receive tens of millions of euros of public money.

Precisely in 2007, Sali Berisha gets an apartment and garage in Bashkim Ulaj's palace on 'Mustafa Matohiti' street. As evidenced by this property declaration signed by Sali Berisha, the latter does not declare either the purchase value or the area of ​​the apartment.
