In order to escape justice, Ilir Beqja tried to stop Ogerta Manastirliu, the responsibility of the affair of surgical equipment, demanding her investigation as the author of the blockage of the Sterilization Center when she was the director of QSUT, which according to him was the reason that forced to grant it with a concession.
After the request-accusation of Ilir Beqje, SPAK prosecutors called the former Director of QSUT, Ogerta Manastirliu, for clarification; which was asked by BKH investigators, regarding the reasons for not putting the sterilization center into operation and for changing the contract worth an additional 40 million Euros.
But with official documents and her statements before the BKH investigators, Ogerta Manastirliu "buried" the former minister Ilir Beqja, demolishing the diabolical scheme to escape criminal responsibility, as the real author of concocting and carrying out the concession affair.
"Pamphlet" was able to secure a part of the statement of the former minister of health, Ogerta Manastirliu, regarding the blockage of the Sterilization Center when she was the head of the QSUT.
Here is a part of the statement of Ogerta Manastirli, before the BKH investigators on February 19, 2024:
- On September 20, 2013, I was appointed director of QSUT. Three months after taking office, due to the urgent requirements for surgical equipment, and in order not to buy them from private parties, I asked my subordinates for a financial project and to find a group of specialists to start the new sterilization center. , which had been installed in QSUT, but had not been put into operation.
At the end of January 2014, the financial project and the group of specialists with the staff of employees, was ready and with a financial benefit of 1 million Euro per year, or 10 times less than the value of the concession.
After we did the testing with several surgical sets, it came out successfully, on February 27, 2014, with Letter No. 1106, I asked Minister Ilir Beqja for the approval for the implementation of sterilization, not as a cost, because it was borne by QSUT, but for the employee fund and as a hierarchical obligation.
Since Minister Ilir Beqja did not reply, and in mid-March I asked him to speed up the commissioning of the Sterilization Center, because I had pressure from the chiefs of surgery, from the emergency room and the wards that use sterilized equipment, but he told me not to I don't care about these leifenisms anymore.
I persisted several times until June 2014, when Ilir Beqja threatened me with dismissal from my position as director of QSUT if I continued with that request; something about which I privately informed Prime Minister Edi Rama, but he told me: - Don't deal with that issue anymore, because we have another project.
After 7 months, on February 16, 2015, Minister Ilir Beqja announced the announcement for granting a concession for the sterilization of surgical equipment for 10 years, while on October 5, 2015, the winner "Sani Servize Italia" was announced and on December 10, 2015, the contract was signed.
Regarding the charge of changing the contract on January 15, 2020, when she was the Minister of Health, Ogerta Manastirliu made this statement before the BKH investigators: - The contract change was defined in the contract. It was implemented by the General Secretary of the ministry, Gelardina Prodani, in cooperation with the ATRAKO Concessions Agency, at the request of the Minister of Economy-Finance, Anila Denaj, while I and FSDKSH have implemented it.
