The Minister of Health, Albana Koçiu, has not only disappeared the financial documents of medicines reimbursed in the years 2020-2023, as previously denounced by "Pamfleti", but has now committed another flagrant robbery, this time by disappearing the documentation of tenders and PPPs that weigh heavily on her and her predecessor Ogerta Manastirliu's heads.
A secret report by the State Intelligence Service (SHISH), which was submitted to Prime Minister Edi Rama, finds that on the weekend of April 5-6, 2025, a group of Ministry of Health officials, together with persons without any institutional connection, quickly removed hundreds of crates and bags full of official documents from the ministry building, transporting them to an unknown destination in private vehicles.
According to SHISH, everything was done under the direct orders of Albana Koçiu, who bears full legal and administrative responsibility for every document that comes out of or enters the ministry.
The missing materials are part of the archive of the administrative, economic and financial activity of the Ministry of Health, mainly for the infamous tenders and concessions of the period 2016-2024. These documents have not been submitted to the State Archives, nor to the QSUT or to any other warehouse officially approved for their preservation and systematization.
This criminal act by the minister is an open attempt to hide the massive corruption that occurred in the Ministry of Health during her mandate and especially during the period when the ministry was headed by Ogerta Manastirliu. The documents that were stolen include decisions, orders, projects, financing and tender and PPP contracts, for which the law orders preservation for at least 15 years within the institution.
This disappearance of documents constitutes a direct obstacle to the investigations launched by the National Bureau of Investigation (BKH) into the affairs with the laboratories and Check-up. If the BKH were to search the offices of the Ministry of Health today, it would not find a single document, because Albana Koçiu has cleaned up all traces of her and Manastirliu's corruption.
In this serious scandal, SPAK's silence is even more scandalous. The Special Prosecutor's Office has a legal duty to launch investigations and discover the destination of these documents, as well as to identify the minister's associates who carried out the robbery with private vehicles, on a day off.
