Gabriela Dino's 6 towers: from 100 thousand lek capital to millions of euros in construction; SPAK is asleep...
To the company "Eldino" Sh.pk, registered with 100 thousand lek and with a loss-making balance sheet, Edi Rama has granted permission for 6 16-story towers in Potam, Himara and 5 other towers at the Lake Dam in partnership with the boss of "Delvina Gas". Behind the firm stands 23-year-old Gabriela Dino from Ballshi (economist with a salary of 60 thousand lek) and her father Abaz Dino, included in the SPAK file for forgery of documents and money laundering. Who finances the billions?
Now, in addition to the permits that Prime Minister Edi Rama continues to grant for towers in protected areas of the southern coast to companies without capital, the issue that should be the subject of investigation by SPAK is those behind them and the sources of financing for these towers.
A typical case is the permits that Edi Rama, as Chairman of the National Territorial Council, granted to the "Eldino" firm for 6 towers with 16 floors above ground and 4 floors underground, in Potam, Himara.
The company "Eldino" Sh.pk was founded on November 1, 2013 with a capital of 100 thousand lek by the "problematic" businessman Ervin Fatmir Luari, but with an undefined object of activity.
After declaring a balance sheet with a loss of 7960 lek for 2013 and a profit of 10.4 million lek for 2014, Ervin Luari, on May 6, 2015, sold the company to 23-year-old Gabriela Abaz Dino from Ballshi, for a value of 100 thousand lek, while he himself remained an administrator with a salary of 60 thousand lek.
Two months after Gabriela Dino became the owner, the company "Eldino" Sh.pk began to receive construction permits for investments in public facilities, while from 2020 onwards it benefits from 7 million old lek per month from the Municipality of Tirana for renting out facilities.
Now, Gabriela Dino, who appears as an "Economist" with a salary of 60 thousand lek, has received permission and is building 6 towers with 16 floors above ground and 4 floors underground in Potam, Himara.
Apart from the builder Gabriela Dino and the tax specialists of Tirana and those who actually finance these 6 towers, no one knows how much their construction cost and where they found the financing, while SPAK does not investigate them, although the company "Eldino" Sh.pk declares a loss-making balance sheet.
In addition to the 6 towers in Potam, Himara, in this same seaside village, with Decision No. 35, dated April 2, 2024, signed by Edi Rama and Mirela Kumbaro and with Decision No. 61, dated April 18, 2025, signed by Edi Rama and Blendi Gonxhe, Gabriela Dino's company "Eldino" Sh.pk was granted permission to build two buildings with 4 floors above ground and 2 floors underground.
Five towers at the Lake Dam-Tirana, in partnership with the boss of "Delvina Gas"
At the beginning of July 2023, Gabriela Dino's "Eldino" Sh.pk company with a capital of 100 thousand lek and a loss-making balance sheet entered the tower construction business, with permission for a complex with 5 towers 17 floors above ground called the "Tirana Lake" complex at the Tirana Lake Dam.
In the construction of the towers with an area of 32 thousand 450 m² of public land, the former parking lot of the Municipality of Tirana, Gabriela Dino was in partnership with the company "Building Construction" owned by citizen Ilir Merja, administrator and partner with 90% of the shares in the company "Delvina Gas Trading".
Even for these towers, apart from the two construction partners Gabriela Dino and Ilir Merja and the tax specialists of Tirana and those who actually financed them, no one knows how many millions of Euros they cost and where they found the money, while SPAK is silent.
The introduction of Gabriela Dino's father into the game
On December 17, 2018, Gabriela Dino's father, citizen Abaz Nezir Dino (at that time 51 years old), father and daughter with strong ties to Ilir Meta and LSI financing, founded the company "Dino Partners" Sh.pk with capital of 40 thousand lek, again with an unspecified object of activity.
After the capital worth 40 thousand lek, Abaz Dino also declared a capital in kind worth 1 billion and 334 thousand old lek, specifically a 766 m² commercial unit in the Tirana headquarters, without declaring the source and origin of this wealth.
On January 12, 2019, just about 1 month after the company was founded, he alienated the 1 billion and 334 thousand old lek assets, without declaring the final destination of this financial value.
Nine days after the alienation of the assets and 35 days after the creation of the company "Dino Partners" Sh.pk, specifically on January 21, 2019, Abaz Dino sold the shares to his daughter Gabriela Dino for 40 thousand lek, with notarial contract No. 178.
According to the SPAK file, Abaz Dino is the person who made the false documents, as if in August 2022 he had sold the former head of Operations, Oltion Bistri, an apartment for 130 thousand Euros on "Rruga e Kosovareve", declaring himself a construction businessman, when he did not have such a business.
Two questions, as clues for SPAK:
· What role does the company "Cika 2019" play in the circulation of millions, owned 99% by citizen Orest Çika from Saranda and 1% by Gabriela Abaz Dino, but also Sindi Dino and Andi Bakiu?
