The questions the authorities don't want to answer about coastal call centers...
The Ghost Call operation of April 13, 2026 led to the imprisonment of ten call center operators in Tirana and revealed a damage of 50 million euros on Austrian citizens. But the operation stopped in the capital. While offices are being closed in Tirana and operators are being taken to court, in Durrës hundreds of young people continue to sit every day in front of computers in the call centers of another cartel, which according to sources close to the investigative groups is owned by Arian Cara and Luis Hoxha.
The pamphlet has documented the architecture of this cartel of companies established between London, Tirana and Durrës since February 2026. What it had not made public until now is its operational extension on the coast: physical call centers, where hundreds of new operators work, making fraudulent calls to citizens of the European Union every day.
From London to the Bloc: six companies and an English shell
On 8 March 2018, Arian Cara established the company Laurel Projects Ltd in London, with an address at Kemp House, 160 City Road, and with Luis Hoxha as administrator. The company was dissolved on 13 August 2019, after having fulfilled its function as a shell company for the transfer of funds without leaving a trace.
In the Albanian commercial registers, Cara appears as a partner or administrator in six active companies: B-Pro, My Tv, FinTech Solution, Vertex Invest, 2.0 and Zero Lounge. In Vertex Invest and FinTech Solution , the partnership is shared directly with Luis Hoxha. Diversification of activities; trading in computer systems, snack bar, legal consultancy, real estate investments; according to sources, serves to obscure the financial flows of illegal income.
The management offices in Tirana are located in the Green Park Complex in the former Bllok and above the "Cioccolati Italiani" bar . But, according to the same sources, this is only the visible corner of the cartel. The full picture arrives on the coast.
Durrës operational/ Hundreds of young people and call centers that no one touches
According to sources close to the investigative groups, Arian Cara and Luis Hoxha have set up call centers in Durrës where hundreds of new operators work. These structures are not simply administrative offices or financial points of the cartel; they are operational centers where fraudulent calls are made directly to European citizens, with the same scheme that Austrian authorities have documented for Tirana: fake forex and cryptocurrency investment platforms, promises of quick profits, obtaining bank details from the victim.
The social dimension of this fact is serious. Hundreds of young Albanians, most in their early twenties, work every day in these centers, often without fully understanding the criminal nature of the scheme they have entered. For them, it is "call center work" with above-average wages, with commissions on results, with training in foreign languages. But in reality, they are operators of a network that, according to the alarm of the Austrian authorities, has extorted tens of millions of euros from European citizens.
According to Pamflet's sources, one of the main operational centers is located near the former Port of Durres.
What makes this situation more serious than the Tirana case is the operational continuity. While in the capital the authorities have seized 443 computers and closed three centers, in Durrës there has been no intervention. The operators continue to call. The computers continue to turn on every morning. The money continues to arrive.
Three questions that authorities can no longer avoid
First question: Operation Ghost Call closed three centers in Tirana and arrested ten operators. Why hasn't the same investigation been expanded to Durrës, where, according to sources close to the investigative groups, call centers are operated by hundreds of young people, in the structures of the Cara-Hoxha cartel?
Second question: The Austrian authorities, who raised the alarm about the ALPHASCRYPTO, CAPITALMARKET24 and GOLDCAPITAL24 platforms, have identified most of their victims as citizens extorted through phone calls. Has it been verified whether some of these calls originated from Durrës, and not only from Tirana?
Third question: Austrian and German authorities have requested cooperation for all fraud centers in Albania. Has the Albanian Prosecutor's Office received such a request for Durrës and if so, why has it not reacted?
