Are Albanians affected? $15,000 guarantee to enter the US, DASH publishes list

The State Department has published the list of countries that will be initially affected by the new rule, according to which applicants for business and tourist visas must also have a guarantee of up to $15,000 to enter the United States.

The department said it will begin a 12-month pilot program under which people from countries deemed to have high overstay rates and deficient internal document security controls could be required to post bonds of $5,000, $10,000 or $15,000 when applying for a visa.

On the official website, the US Department of State announces that it has identified nationals of countries as subject to visa bonds, as defined in Section 221(g)(3) of the INA and the recently published Temporary Final Rule (TFR), establishing the pilot program, based on their B1/B2 overstay rate.

The first two countries on the DASH list are: Malawi and Zambia.

The two countries selected in this pilot project are not among the problematic ones in terms of the rate of visa overstays by their citizens. This means that when the list is enriched with other countries, as may happen in the future, it is not certain that countries with a low rate of visa overstays, including Albania, will not be included.

Starting August 20, 2025, any citizen or national traveling with a passport issued by one of these countries must post a bond in the amounts of $5,000, $10,000, or $15,000, determined at the time of the visa interview.

The applicant must also submit a Department of Homeland Security Form I-352 agreeing to the terms of the guarantee, through the Treasury Department's Pay.gov online payment platform.

DASH informs that this guarantee does not guarantee the issuance of a visa. 

Citizens included in the DASH list, which may change in the future, are even assigned airports from which they can enter the US.

As a condition of the bond, all visa holders who have filed a visa bond must arrive and depart the United States via:

Boston Logan International Airport (BOS)
John F. Kennedy International Airport (JFK)
Washington Dulles International Airport (IAD)

The DASH announcement states that the full amount of the visa bond will be returned to the applicant if he meets all the conditions of the nonimmigrant visa status and the visa bond conditions, which are set forth in the bond form (Department of Homeland Security Immigration Bond Form I-352) and in the Federal Register.
