US President Joe Biden has called Chinese President Xi Jinping a dictator.
Biden's remarks come a day after US Secretary of State Antony Blinken met Xi for talks in Beijing aimed at easing tensions between the two superpowers.
Xi said some progress had been made in Beijing, while Blinken indicated both sides were open to more talks.
China has not yet responded to Mr. Biden's comments.
"The reason Xi Jinping was so upset when I shot that balloon with two cars full of spy equipment in it was because he didn't know it was there," Biden said at a fundraiser in California on Tuesday.
"This is a great embarrassment for dictators. When they didn't know what happened. This should not have gone where it was. He was disappointed," Biden added.
A suspected Chinese spy balloon flew over US airspace in February. That incident and the exchange of visits by American and Taiwanese officials have recently heightened US-China tensions.
In March, Xi secured an unprecedented third term as president, making him China's most powerful leader since Mao Zedong.
Biden also said China "has real economic difficulties."
China's economy stalled in May as it missed forecasts for industrial production and retail sales growth, adding to expectations that Beijing will need to do more to shore up a shaky post-pandemic recovery.
The World Bank earlier this month forecast US growth for 2023 at 1.1%, more than double the 0.5% forecast in January, while China's growth is expected to rise to 5.6%, compared to a forecast of 4.3% in January. .
Blinken and Xi agreed at their meeting on Monday to stabilize the intense rivalry between Washington and Beijing so it does not spill over into conflict, but failed to produce any progress during a rare visit to China by the secretary of state.
