The Coalition of the Willing meets on February 24, 2026, on the fourth anniversary of Russia's invasion of Ukraine.

The Kremlin has successfully broken up the Coalition of the Willing, according to a report from the Institute for the Study of War (ISW).

The ISW said Moscow has hindered the West's attempt to reach a common position on post-war security guarantees by making threats against any potential foreign troops in Ukraine.

She added that disinformation about the UK and France supplying Kiev with nuclear weapons also soured Western discussions. As a result, some coalition members have said privately that sending troops to Ukraine depended on Vladimir Putin's permission.

"Any kind of Russian veto would undermine the foundations on which the current US-led negotiations to secure a lasting peace are built. Russia has clearly rejected any meaningful security guarantees, as they hinder the Kremlin's ability to achieve its long-term strategic goal of gaining control over all of Ukraine ," ISW said.
