Attack in Venezuela, five Republicans "betray" Trump

A small group of Republican senators has dealt a significant blow to President Donald Trump, just days after the operation that toppled the Venezuelan leader, by voting to advance a resolution that limits the use of US military forces in the country without Congressional approval.

On Thursday, five Republicans joined all Senate Democrats in voting to allow a future vote that would limit the president's powers in the conflict in Venezuela, a development that surprised even some Democrats, who were unsure how the GOP votes would be distributed.

The resolution is expected to pass the Senate next week, where 51 votes are needed, but it will also have to go through the full amendment process, and support for the final version is not guaranteed.

Senators Todd Young (Indiana) and Josh Hawley (Missouri) were surprises in the ranks of the Grand Old Party (GOP), joining Senator Rand Paul (Kentucky), a critic of Trump's military actions abroad, as well as moderate Republican Senators Lisa Murkowski (Alaska) and Susan Collins (Maine). Democratic Senator John Fetterman also surprised his colleagues by voting in favor, despite public suggestions he might oppose it.

The House of Representatives will hold a similar vote this month on limiting Trump's authority to intervene militarily in Venezuela. If it passes, both chambers would have to harmonize their resolutions to send to the president for approval.

The vote has been closely watched by GOP leaders and the White House as lawmakers seek answers on the next steps in the widening conflict in Venezuela. It is the second bipartisan resolution in the Senate aimed at checking the president's powers since last November.

Senator Rand Paul stressed that the resolution is not a referendum on the character of former Venezuelan President Nicolás Maduro, but on Congress' right to declare war: "The issue is not about good or evil. The question is who has the power to send the country to war."

Other questions include where Trump might send US forces next, including to Cuba, Colombia or even Greenland. The debate has fueled a partisan divide in the Senate following the operation to oust Maduro and classified talks in Washington this week.
