Hillary Clinton approved a plan devised by a senior campaign adviser to "smear" then-candidate Donald Trump with false claims of Russian collusion and distract from her growing email scandal during the 2016 campaign, according to explosive intelligence files declassified Thursday.
The information came from two memos obtained by the Obama administration on the eve of the Clinton-Trump race and presented "confidential conversations" between members of the Democratic National Committee and the Open Society Foundations of liberal billionaire George Soros.
The plan involved “raising the topic of ‘Putin’s support for Trump’” and “then orienting public opinion towards the idea that it should equate” the Russian leader’s political influence campaign with the cyberattack on election infrastructure.
"Clinton approved a plan proposed by one of her foreign policy advisers, Julianne Smith, to 'smear Donald Trump by exaggerating the scandal related to the interference of Russian special services in the pre-election process in favor of the Republican candidate ,'" one of the declassified memos said.
Smith would continue to serve as former President Joe Biden's ambassador to NATO.
"A dual opposition from the Democratic Party is focused on discrediting Trump... among other things, Clinton's staff, with the support of the special services, is preparing scandalous revelations of business relations between Trump and the 'Russian Mafia,'" declared another.
The memos indicate that then-President Barack Obama may seek to close the FBI's investigation into Clinton's use of a private email server to obtain highly classified information while she was secretary of state.
They also show the origins of a plan to link Trump to Russia about nine months before the 44th president ordered a post-election intelligence assessment, claiming the same thing in December 2016.
That assessment, released in January 2017, included — despite objections from senior CIA officials — details from a since-dismissed dossier compiled by former MI6 spy Christopher Steele, an opposition research project funded in part by the Clinton campaign and the DNC.
The "special services" cited in one of the memos referred to intelligence activities of Obama's CIA and FBI, which may have included the work of "Trump dossier author Christopher Steele."

The new Trump administration has a tremendous responsibility to the American people to repair the damage caused and to do so with the utmost speed and transparency ,” he added.
Ratcliffe said in a statement that the files - some of which came from the CIA - showed "a coordinated plan to prevent and destroy the presidency of Donald Trump".
Bondi and Patel insisted that public disclosures would restore Americans' trust in government and ensure accountability.
"This Department of Justice, along with the CIA, is committed to truth and transparency and will continue to support Congress' good faith efforts to hold our government accountable. Chairman Grassley is leading by example and shedding light on critical issues of great concern to the American people," Bondi said.
“The American people deserve the full, unfiltered truth about the Russian collusion fraud and the political abuse of our justice system that it exposed. Today’s declassification and release of documents related to the Durham Report is another step toward that accountability ,” Patel added.
"I am grateful to Chairman Grassley for his unwavering leadership on this issue and look forward to our continued partnership in exposing one of the most shameful frauds ever perpetrated on the American public."
The Post reached out to representatives of Clinton, Smith and the Open Society Foundations for comment.
