
In this abandoned apartment, 28 years ago, the women of the Toska family experienced unimaginable horror.
After the funeral of his brother, Gazmendi, thirsting for revenge, at around 2:00 PM on April 15, “Mandela”, together with his brother Astrit Peqini and “Murrashi”, went to Arjan Toska’s apartment. The three opened fire for several minutes, terrorizing the women and children inside.
"In '97, there was no problem for anyone to commit a criminal offense due to the lack of state authority. But the people who were convicted in the '90s and released in '97 were characterized by extraordinary severity," said Kreshnik Myftari, a lecturer.
"The end of these was a bitter end for everyone, it was not that anyone enjoyed the illegal activity they carried out during that period. They ended up mainly in prisons, cemeteries," said lawyer Alban Qafa.
After the barrage that poured towards the building, the gang did not stop. They entered the apartment. Arjan's wife, Lirie Toska, came out in front of them, who begged them with the words: "Don't shoot, we are all women and children."
Eduart and Astrit Peqini opened fire, wounding him in the stomach and leg. On the other hand, "Murrashi" shot at Arjan's sister-in-law, Nexhmie Toska, wounding her in both legs.
After this moment, Arjan's mother, Shega Toska, took the young children and went up to the third floor of the building asking for help. At this moment, "Mandela", "Pelo" and "Murrashi" set the apartment on fire, burning everything inside.
This is Arjan Toska's apartment, abandoned for 28 years, where even today an atmosphere laden with sadness from the consequences of a past time can be seen. After this moment, Eduart Peqini, in addition to his 4 brothers, gathered behind him many people close to him.
This group was called the “Mandela Gang,” and the members of the group were called “Mandels.” On the other hand, Arjan Toska, after settling in Cërrik, grouped and organized with other people, forming the so-called “Cërrik Gang.”
Two weeks after the murder of Gazmend Peqini, on April 29, 1997, Eduart Peqini orders "Murrashi" and his other brother Vladimir to head towards Cërrik and carry out an assassination attempt on his uncle Enver Peqini's son.
Mandela considered it the cause of the tragedy and the war between the gangs.
They ambushed him in Cërrik and shot him. They fled, believing they had killed him, but he survived and was taken to the Elbasan surgical hospital for medical attention. “Mandela”, after learning that his target was still alive, organized a second attack: “Murrashi”, entered the reanimation and executed Enver Peqini with an automatic rifle.
'They had a conflict with their first cousins. After the incident, where the guards were attacked, they were the only ones who entered Cërrik and fought with the Cërrik gang, right at the entrance to Cërrik, where those first two buildings are,' said lawyer Alban Qafa.
"Yes, conflicts between criminal groups are often banal, it's not that there is any major reason because if there are major reasons, they have the capacity to resolve them. Banal reasons then, who is the strongest, who is the most arrogant or other similar motives, we undoubtedly take as a provocation," said Kreshnik Myftari, Law Pedagogue.
The revenge did not stop there. Not satisfied with just the murder, Eduart Peqini ordered the lifeless body of his opponent to be snatched from the morgue. People from "Mandela" carried out his order. After pulling the body from the morgue and transporting it to the "Tabakane" neighborhood. The van with the victim was met by the brothers Eduart, Astrit, Vladimir and Agron Peqini. They took Enver's lifeless body and took it to the place where their brother Gazmendi had been killed.
In a macabre act, they doused him with gasoline and burned him completely. In this place, Enver's burnt corpse remained for several days, giving a clear message to the enemies of the "Mandela gang" that they would all meet the end of their uncle's son. They spared no one...! / Inside Story
