"For a glass of brandy", the origin of the bloody feud between the

Arjan Toska, a resident of the "Beqir Dardha" neighborhood in Elbasan, left the city after a bloody feud with the "Mandela" gang.

The fight between them started in the most absurd way: over a glass of brandy! Maybe water... A mess that was considered an affront to manhood and authority.

In this bar you see, known in 1997 as the "Suda" bar, on the afternoon of April 14, '97, Arjan Toska and Enver Peqini entered. There were Eduart Peqini, known as "Mandela", his brother Astrit Peqini, with the pseudonym "Pelo", their aunt's son Dashamir Bisku, known as Murrashi, two people from Fier and a girl.

"These committed the most crimes in the city of Elbasan during that period, and all of them have been convicted or have passed away," said Alban Qafa, a lawyer.

"They were people from that community, people who had the opportunity to group together to protect their territory from other events," said Kreshnik Myftari, a law professor.

Arjan and Enver, after greeting the people inside, sat down at a table where an elderly man was standing alone.

At this moment, the waiter goes to their table and gives the old man a glass of water, telling him that you have it from "Mandela."

Thinking he was drinking brandy, the old man raised a toast, but when he realized it was water, he threw it in the waiter's face. The water splashed the girl who was sitting at "Mandela" with his friends.

Mandela considered the old man's act as intentional and began insulting him. When his cousin Enver Peqini asked him to calm down, he severely insulted him as well. Arjan Toska intervened, telling Mandela to stop insulting his cousin.

A fight broke out between Eduart and Enver Peqini, and at this time Arjan Toska intervened, telling them, "It's no fun to fight because you're cousins."

Toska's intervention only increased the tension. The situation deteriorated into physical violence between the two groups, who used bottles and other means.

After hearing about the fight, "Mandela's" younger brother, Gazmend Peqini, who was next to the bar playing billiards, arrives.

At this moment, Eduart Peqini orders "Murrashi" to go get the weapons to kill Toska and his uncle's son.

After a few minutes, “Mandela”, “Pelo”, and “Murrashi”, return armed and shoot at Arjan Toska and Enver Peqini, who return fire. Gazmend Peqini, “Mandela’s” brother, was killed in the shooting. After the incident, Arjan and Enver immediately left the “Tabakane” neighborhood, where they grew up, hiding in Cërrik.

"At the time they were committed, the perpetrator was not discovered, but there are cases that were discovered after 15 years and now there are processes initiated in special courts where the perpetrators of these criminal offenses are facing justice ," said Saida Dollani, President of the Special Court of Appeal./ Inside Story
