The Tirana Prosecution Office has suspended from duty three officials of the Inspectorate of Territorial Protection (IMT), accused of the criminal offense of "Abuse of office", committed in collaboration.
The charges against the field inspectors Egnant Musaj and Shkelqim Gaci , as well as the sector manager Virgjil Shehaj , are that they failed to report as illegal a construction carried out on Valentina Pistoli Street, in the Selita area, and did not follow the relevant legal procedures.
The investigation revealed that unauthorized works were being carried out in this area by a citizen with the initials DG. According to the Prosecution, the inspectors responsible for the territory did not inform the Chief Inspector about the imposition of the administrative measure, the fine, the decision to demolish the building, and the filing of a criminal report.
The illegal construction began on November 1, 2021 and ended on April 19, 2025. Meanwhile, an inspection by IMT employees was carried out on April 2, 2025. The prosecution assesses that the observed omissions constitute elements of the criminal offense of "Abuse of office", provided for by Articles 248 and 25 of the Criminal Code.
At the request of the Prosecutor's Office, the court has imposed the personal security measure "Suspension of the exercise of a public duty or service" on three officials, based on Article 242 of the Code of Criminal Procedure. Meanwhile, investigations into the case continue.

At the request of the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Tirana, citizens EM, Sh.G., and V.Sh., field inspectors and heads of the Inspectorate of Territorial Protection (IMT), suspected of the criminal offense of 'Abuse of office committed in collaboration' provided for by article 248 and 25 of the Criminal Code, were suspended from their duties and public service.
From the investigations into criminal proceedings no. 777, of 2025, it was proven that on "Valentina Pistoli" street, in Selitë, Tirana, suspected unauthorized works were being carried out by citizen DG.
The field inspectors for this area, where the illegal apartment was built, are citizens EM Sh.G. and the sector manager, citizen V.Sh. From the investigations, it resulted that these persons did not reflect the fact that in this specific case we were dealing with an illegal construction, and did not inform the Chief Inspector that an administrative measure, a fine, a decision to demolish this construction should be imposed and then a criminal report should be filed with the Prosecutor's Office at the Court of First Instance of General Jurisdiction of Tirana.
The investigations showed that the illegal construction began on 01.11.2021 and ended on 19.04.2025, when in the meantime, on 02.04.2025, a control was exercised by IMT employees, thus consuming the elements of the criminal offense of 'Abuse of office' committed in collaboration, provided for by Article 248 and 25 of the Criminal Code.
The above assessed the imposition of the personal security measure 'Suspension of the exercise of a public duty or service', provided for by Article 242 of the Code of Criminal Procedure.
