
Three people have been arrested over the incident a few days ago, where a relative of the mayor of Kukes was attacked with a gun.
The Prosecution Office at the First Instance Court of General Jurisdiction in Kukës announces that it has requested and achieved the arrest of three people on charges of "Premeditated Murder", "Unlicensed Weapon Possession" and "Supporting the Suspected Author of a Crime".
" The arrests were made as part of the investigations related to a serious incident that occurred in the city of Kukës on February 19, 2025, where citizen Elvis Halilaj, cousin of the Mayor of Kukës Albert Halilaj, was injured with a gunshot during a conflict. The investigations of the Prosecution, in cooperation with the operational forces of the State Police, led to the arrest of three suspects:
Zenel Muçmata, suspected of committing the criminal offense of “Premeditated Murder” committed in collaboration and remaining in attempt, as well as “Unlicensed Weapon Possession”. GP, suspected of “Supporting the Suspected Author of a Crime”. EA, also suspected of “Supporting the Suspected Author of a Crime” , the police said.

The incident is suspected to have been politically motivated. The perpetrator of the injury, Zenel Muçmata, a director in the municipality for some time, is known as Shalsi's wingman and has a hotel in Kukës where Shalsi is also accommodated. But on Wednesday, tensions escalated and Albert Halili's men brutally raped Muçmata, who had been dismissed from his post a week ago.
According to information received by the editorial office of "Pamphlet", conflicts have been erupting in the PS branch in Kukës for weeks. In December, Secretary General Blendi Klosi decided to reform the branch. The two co-chairs of the branch, Anila Sokoli and Besmir Lamallari, have left the leadership of the PS Kukës. The mayor of the municipality, Albert Halilaj, has been delegated to this position. However, this has caused dissatisfaction. The socialists themselves have risen against such a move. But according to sources, tensions have also increased after the arrival of Eduard Shalsi as the district leader in mid-January. Shalsi has also come out against the leadership of the branch by the mayor, provoking tensions.
