The affair of surgical equipment, which the ex-minister Ilir Beqja invented, ordered and carried out with his 7 subordinates and his businessman friend Ilir Rrapaj through the falsification of official documents, the favoring of fake preventive measures in the tender, is a financial and state crime worth 140 million Euros.
But the two prosecutors of SPAK, Edvin Kondili, Ened Nakuçi and the leader Altin Dumuni, have ordered the arrest of the deputy minister Klodian Rrjepaj, the officers implementing the orders and 1 of the 2 beneficiary businessmen, while Ilir Beqjen has not been prosecuted.
The case of the file of Ilir Beqje, who has been proven to be the "head" of the surgical equipment concession affair and is not being arrested, proves that within SPAK there are prosecutors who make bargains and are bought by the thieving governors, not bringing them to justice.
But the favoritism and inviolability of Ilir Beqje reminds us of the public statement that SPAK leader Altin Dumani made before the KLP of the US Ambassador, Yuri Kim, on the day of the election on December 19, 2022.
After swearing that under his leadership, crime and corruption at the highest levels would be dealt with and none would be tolerated, Altin Dumani said: - If during my duty, I will do or allow abuse and favoritism of my colleagues in the investigation files, let me I am arrested in the office for collaboration with crime.
The removal of Ilir Beqje from the surgical equipment concession file, the non-prosecution and non-arrest of him, is abuse, knowingly favoring the crime and a criminal offense committed by the two prosecutors Kondili and Nakuçi.
While for the head of SPAK, Altin Dumani, the official and criminal responsibility is the permission of this favoritism that his subordinates have done and his silent approval, in the form of cooperation in order not to touch the master thief Ilir Beqja.
He cannot be removed as if he knows nothing, not only because the media and all the Albanians who have been stolen are reacting; but because as the head of SPAK, he has the duty to verify and approve, oppose and return any conclusion of the investigation with a decision to dismiss cases, arrest or not arrest.

Altin Dumani i lejoji kolegët dhe heshti, për mos arrestimin e Ilir Beqjes, që ka firmosur 22 akte zyrtare nga nisja e deri te bitisja e aferës së pajisjeve kirurgjikale; madje kanë dalë e po dalin shumë prova të lidhjeve me Ilir Rrapajn dhe paracaktimin e tij për të marrë koncesionin.
Nëse deklarata e Altin Dumanit kur filloi detyrën, është krekosje si “dhëndër i ri”; miratimi i vendimit për mos arrestimin e Ilir Beqjes, sipas Kodit të Procedurës Penale quhet vepër penale “Shpërdorim detyre”, me mos veprim e mbrojtje krimi në bashkëpunim.
