In the investigations that SPAK is conducting against Jamarbër Malltez and Sali Berisha regarding the affair of the privatization of the Partizani club and the construction of 17 towers on the former territory of the club, a small fact stands out.

Ilir Meta has defended Sali Berisha only in the political aspect, that is, he has called the action of SPAK as an aggression against the opposition, but he has not spoken about the matter in question, even though he was a main actor in the fact that he was part of Council of Ministers that approved the VKM.
Sali Berisha, in his defense, is trying to include all ministers, when he says that a VKM is a collegial decision, but in reality no one has put water on fire for this statement.
In a word, no one protects Sali Berisha. Not even Arben Imami, who is a key person, since when the process started he was the head of the prime minister's cabinet, and when it ended he was the Minister of Defense. And this is not a small thing. The chances are that while they have not spoken in public, although they have been called to the cause by Sali Berisha, his former ministers, if they are called to SPAK, will maintain a "neutral" position.
This is really the crux of the matter. Once in the government of Sali Berisha in his two mandates, as are emerging from the facts investigated by SPAK, the close family; that is, the son and daughter have had precedence in determining partners and partnerships with private actors.
Ministers have simply been notified and performed the services, without any political will to do so. It seems that we are dealing with an agreement to share the "spoils", where clearly they have not contested the advancement of the Berisha family in capturing the state, but as it seems, they are not defending it either.
The most typical character of the case is Arben Imami, chief of cabinet in the period 2005-2009, and then Minister of Defense. Legally and tactically, he is the person who has passed into his hands all the orders, or VKM that were drawn up by the office of Prime Minister Sali Berisha.
But why is the Imam silent? It seems clear that this silence screams louder that we are dealing with a will where he will not protect either his boss or Abi who built the 17 towers. After all, it seems that he himself has not received anything. However, as a person with knowledge of the facts or even an accomplice, after preparing the papers, should he have spoken. Rumor has it that he has spoken somewhere, but where? This is a big puzzle, but it also shows a political reality that is harming Sali Berisha more than the criminal prosecution against him. He has been abandoned by the establishment he created when he became prime minister.
The only high authority that supports him today is Jozefina Topalli, who has no relevance in the public, not only as a political figure, but also as a witness in the case in question. For example, Bamir Topi, President of the Republic, at the time when the event took place, where according to evidence he encouraged the military to stop an illegal privatization, it seems that he will be a new actor on this stage. But there are many others who can come out. The strongest fact that marks the "Partizani" case is Fatmir Bektashi, the de jure head of the company, who has turned into Malltez's main whistleblower, precisely because the latter has received all the money from this affair.
