Without evidence and in violation of deadlines, Veliaj is declared a defendant only to justify his political dismissal. The prosecution, instead of investigating, completes Edi Rama's papers to command the Municipality of Tirana and prepare the elections...

 SPAK has declared Erion Veliaj a defendant, without having yet managed to secure evidence for the charges against him. While the official deadline for the investigation expires on August 10, and as happened in the case of Ilir Meta, the Special Prosecution Office may announce an extension of this deadline by another six months, this has not been done in the case of the mayor of Tirana. All this rush to formally finalize the indictment, without going through the stage of securing evidence, seems to aim only at fulfilling Edi Rama's political agenda. With the official formulation of the indictment, Rama opens the way to remove Veliaj from the post of mayor of Tirana.

According to sources, as soon as SPAK communicates the accusation, a representative of the Prime Minister's Office will ask Veliaj to resign. If he refuses, Rama has decided to dismiss him with the formal argument of declaring him a defendant. In this way, the Special Prosecution is not behaving as an independent investigative institution, but as an auxiliary office for the Prime Minister's administrative plans. As results from the documentation of the file so far, the investigations have not yet produced concrete evidence to justify the filing of an official accusation, we only have indications and suspicions, which need to be further investigated in an objective manner.

Despite this, the prosecution is not following an independent and legal line, but has been put at the service of a political calendar. The prosecution, which should act as a separate and independent power, is being treated as the legal secretariat of the Council of Ministers. Veliaj, as an individual under investigation, is a separate issue from Veliaj as a mayor elected with three mandates by the citizens. The issue, if it follows the constitutional rule, should be handled by the Municipal Council and not imposed by a pre-prepared political decision.

The Prime Minister has previously announced the massive dismissal of the staff of the Municipality of Tirana, in order to take full control over the institution. This act is in clear contradiction with the Constitution and will most likely end up in the Constitutional Court. SPAK in this case is no longer functioning as a judicial body, but as an assistant to a ready-made political decision, with the aim of controlling the four municipalities: Tirana, Berat, Mat and Tepelena.

Rama is preparing a national campaign for local by-elections, in function of the project for the 2027 elections. He no longer needs Veliaj as a collaborator, but as a punishing example to curb critical voices within the Socialist Party and to "feed" justice with cases selected according to the Prime Minister's box.

This haste shows Rama's fear of an independent investigation that could get out of his control. He does not want justice to establish the truth, but to be used as a tool to strike at the so-called "internal enemies".
