Athens seems to have left Edi Rama dry when it comes to the maritime issue. The Prime Minister was in Greece yesterday, together with Foreign Minister Ferit Hoxha, and both stated that there has been an agreement between the two sides to move forward on unresolved issues. The maritime border issue is one of the main issues left unresolved. However, the Athens media speak differently.
According to " Protothema ", Athens has distanced itself from Edi Rama's statements, essentially denying the narrative about an imminent agreement to take the case to The Hague.
A senior diplomatic source highlights for Greek media that, despite the fact that the issue has been on the agenda of both countries for a long time, the process was "frozen" when the case went to the Constitutional Court of Albania and then the agreement was annulled (the 2009 Agreement).
" The Greek Foreign Ministry emphasizes that the discussion on delimitation comes from the past, but the matter was referred to the Constitutional Court of Albania and there it was dropped and, for this reason, it is the Albanian side that must continue with the necessary procedures to change the decision of the Constitutional Court. According to the same source, the delimitation of the EEZ with Albania is no longer among the immediate priorities of Greek diplomacy, especially after the agreements that have already been reached with other countries in the region, such as Italy, but also the expansion of Greek territorial waters in the Ionian Sea ," the article emphasizes.
According to "Protothema", Athens' strategy focuses on the overall resolution of bilateral issues, but no one is confirming at this time that the progress reported by the Albanian side will occur within 2026.
" From the Greek side, it is emphasized that there is no text on bilateral issues and unresolved issues that need to be resolved between Greece and Albania, as Mr. Rama stated in his interview at the Delphi Forum ," the article continues.
Yesterday, Rama, at the Delphi Forum, gave positive signals on this issue, while Ferit Hoxha announced that it has been agreed to move forward, while he also had a working lunch with his Greek counterpart. However, it seems that someone is lying in the middle.
The 2009 Pact
The Republic of Albania and Greece signed on 27.04.2009, the Agreement 'On the Delimitation of Their Respective Areas', of the Continental Shelf and Other Maritime Areas that belong to them, based on international law.
The Socialist Party of Albania requested the Constitutional Court, through its authorized representatives, Saimir Tahiri, Damian Gjiknuri, Myslym Pashaj, to review its compliance with the Constitution. The Social Democratic Party, the Social Democracy Party, the Christian Democratic Party, the Law and Justice Party, and the G 99 Party also joined the lawsuit.
The Constitutional Court, with Decision 15, dated 15.4.2010, annulled the agreement, reaching the following conclusion.
" The Court definitively finds that the agreement concluded between the Republic of Albania and the Republic of Greece "On the delimitation of their respective areas, the continental shelf and other maritime areas belonging to them under international law", is incompatible with the Constitution with regard to issues related to:
a) the failure of the Albanian delegation to be provided with regular full powers by the President of the Republic for the conduct of negotiations and the conclusion of the agreement;
b) serious deficiencies in the content of the agreement;
c) failure to apply the basic principles of international law for the division of maritime spaces between the two countries with the aim of achieving a just and fair result . / Pamphlet
