The Co-Chair of the Administrative-Territorial Reform, Luciano Boçi, during a meeting in Vlora proposed a new financial model for municipalities, requesting that 14% of the Gross Domestic Product be transferred to local government as the basis for financial autonomy.

Boçi brought up small municipalities like Finiqi and Konispoli as positive examples, emphasizing that they have shown that decentralization works when given the right resources.

He added that massive depopulation in Albania is not a normal European phenomenon, but a direct consequence of the lack of representation and services.

Boçi said that the comparison with countries like Switzerland is wrong, contradicting the argument given by Arbjan Mazniku.

"In Switzerland, people move towards better opportunities. In Albania, they move away from lack of opportunities. This is not a choice, it is an obligation," he said.

According to Boçi, data shows that Albania is losing population at alarming rates, comparable to countries in conflict, while international reports link this phenomenon to the lack of services and local representation.

He accused the government of weakening local government through sectoral laws, emphasizing that there is no EU requirement for "approximation with the acquis" in this area.

"There is no such condition from the EU. Our problem is that the organic law of local government is being constantly damaged by government interventions," Boçi declared.

He also focused on the concrete situation in Vlora, highlighting the basic problems of services.
