
The Democratic Party accuses the Municipality of Durrës of another corrupt affair with contracts for the disposal of urban waste, giving millions of euros to a company that is under investigation and seizure by SPAK.
In a press statement, the spokesperson for the Anti-Corruption Unit of the Democratic Party, Genta Vangjeli, said that the disposal of urban waste in Durrës has become a "new story of suspected corruption", with contracts without transparency and predetermined winners.
"The disposal of urban waste in Durrës has turned into another suspected corruption story, with contracts without transparency and millions of euros ending up in the accounts of a company that is under seizure due to investigations by SPAK," Vangjeli declares.
According to her, on October 8, 2021, the Municipality of Durrës concluded a contract through negotiation without advertisement with the company Integrated Energy BV SPV, worth about 13.5 million euros for four years, for the disposal of about 320 thousand tons of waste.
The DP states that after the scandal with the non-existent incinerator and the criminal complaint filed by the opposition, SPAK launched investigations into the company Integrated Energy BV SPV, which is currently under preventive seizure.
"Despite this situation, on October 14, 2025, the Municipality of Durrës again announced the same company as the winner, for another procurement procedure - again with negotiation without prior publication of the contract notice - with the object 'Urban waste disposal, Municipality of Durrës', with a limit fund of 6.2 million euros for a 3-year term. The winning value was 100% of the limit fund, or about 7.4 million euros with VAT," she says.
The DP emphasizes that this tender raises several serious questions:
Lack of transparency - there is no information on the expected amount of waste or the technical specifications of the service. Suspicions of abuse of procurement procedures - the use of the negotiated procedure without prior publication is not legally justified.
"According to Article 47 of the Public Procurement Law, this procedure is permitted only in special cases, such as lack of valid bids, technical reasons for the impossibility of competition, or extreme unforeseen needs - none of these conditions are applicable in this specific case."
"Financial discrepancy - in the 2021 contract, the value was around 2.8 million euros per year, while in the 2025 tender it goes to around 2 million euros per year. There is no explanation whether this difference is related to the reduction in the amount of waste or to other reasons," Vangjeli states.
The Democratic Party asks SPAK to urgently investigate these contracts, which - according to the Supreme State Audit - do not guarantee financial sustainability, as the revenues generated do not cover the costs of the service.
"Even more worrying is the fact that waste incineration is not carried out, since the incinerator does not exist ," says Vangjeli.
