The OSCE/ODIHR has published its final report on the May 11 elections, noting that the ruling party benefited from the use of human resources.
According to the final report, candidates were generally able to campaign freely, although some reported instances of intimidation.
The report states that the new inter-institutional coordination mechanism for the investigation and prosecution of electoral crimes is a positive development, but further follow-up is required to address ongoing concerns about electoral irregularities.
According to the OSCE/ODIHR, election day was generally calm and well-organized, but lack of respect for procedures was often observed, and it was characterized by several incidents of voter intimidation and incitement, as well as some procedural and transparency deficiencies during the vote count.
“The legal framework provides a sufficient basis for the conduct of democratic elections, despite the need for comprehensive electoral reform with inclusive public consultations.
The identified shortcomings and ambiguities reduce the clarity of the legal framework and create uncertainty in its implementation both in spirit and in practice.
While some of the ODIHR recommendations have been addressed, most long-standing recommendations, including those related to the composition of lower-level election commissions, interim reporting of campaign finance, and provisions to ensure an appropriate media environment, including the removal of criminal liability for defamation, remain unaddressed, indicating a lack of political will for comprehensive reforms,” the report states.
It is further noted that the Parliament is elected through a modified electoral system combining closed and preferential lists, which was introduced prior to these elections.
“In its statement of preliminary findings and conclusions published on 12 May 2025, the IEOM concluded that the elections “were competitive and conducted in a professional manner, but were held in a highly polarized environment and participants did not enjoy a level playing field.
However, candidates were generally able to campaign freely, although some reported instances of intimidation.
The election administration managed the process in a comprehensive and transparent manner. Out-of-country voting, introduced for the first time in these elections, was well managed, despite the late political agreement and approval of this measure, as well as some organizational issues.

“Përdorimi aktiv i rrjeteve sociale online nga pjesëmarrësit amplifikoi gjuhën përçarëse, ndërsa asnjë autoritet nuk ishte caktuar për të zbuluar përmbajtje manipuluese të dëmshme”, thekson raporti.
Rekomandime prioritare
1. Për të adresuar rekomandimet e pazgjidhura të ODIHR-it, si dhe paqartësitë dhe mospërputhjet e ndryshme, kuadri ligjor zgjedhor duhet të reformohet në mënyrë gjithëpërfshirëse përmes një procesi konsultativ gjithëpërfshirës shumë kohë para zgjedhjeve të ardhshme, në përputhje me standardet ndërkombëtare dhe praktikat e mira.
2. Për të siguruar stabilitetin e administratës zgjedhore, duhet t'i kushtohet vëmendje depolitizimit të procedurës së emërimit të administratës zgjedhore të nivelit më të ulët, duke kufizuar gjithashtu zëvendësimet arbitrare dhe të minutës së fundit të anëtarëve të komisionit për të siguruar trajnim të përshtatshëm dhe në kohë për të gjithë anëtarët.
3. Për të forcuar kapacitetin dhe profesionalizmin e Ekipeve të Numërimit të Votave, KQZ-ja duhet të ndërmarrë seanca trajnimi specifike mbi procedurat e numërimit, të zhvillojë një kurrikul trajnimi të standardizuar, duke përfshirë manuale dhe fletë informacioni të lehta për t'u kuptuar mbi procesin e numërimit.
4. Përpjekjet për edukimin e votuesve mbi votimin elektronik duhet të intensifikohen me fokus në rritjen e ndërgjegjësimit të votuesve mbi procedurat e votimit elektronik dhe sigurimin që të gjithë votuesit të jenë në gjendje të votojnë në mënyrë të pavarur.
5. Për të hequr çdo paqartësi në legjislacion në lidhje me fushatën, përdorimi i burimeve administrative për qëllime zgjedhore duhet të ndalohet që nga shpallja e zgjedhjeve deri në ditën e zgjedhjeve.
6. Për të siguruar kushte të barabarta loje, autoritetet duhet të marrin masa për të parandaluar keqpërdorimin e detyrës dhe të burimeve shtetërore. Sanksione proporcionale dekurajuese duhet të vendosen shpejt kundër shkeljeve të tilla.
7. Në përputhje me praktikat e mira, ligji duhet të përcaktojë qartë se cilat aktivitete parazgjedhore përbëjnë shpenzime të fushatës, duke siguruar që ato i nënshtrohen raportimit, mbikëqyrjes dhe sanksioneve të mundshme.
8. Footage produced by political parties or government authorities should be appropriately labelled as political advertising and therefore banned from news and other editorial programmes. Effective measures should be in place to address violations and should be implemented in a timely manner.
9. To strengthen the capacity and professionalism of lower-level election commissions, the CEC should develop a standardized training curriculum, including easy-to-understand manuals and fact sheets.
10. When determining the location of polling stations, electoral authorities and municipalities should take proactive measures to ensure access to and within polling stations for persons with disabilities.
11. To ensure greater participation of women, the CEC should ensure that lower-level election commissions are gender-balanced, including by appointing women to leadership positions.
12. To protect integrity and enhance public trust, decisions regarding the use of technology in elections should adhere to the existing regulatory framework and should not be made in response to political pressure.
13. If the expansion of electronic voting is considered in the future, then the use of voting technologies must be managed in a comprehensive, transparent and integrated manner.
14. In order to comply with international standards and ensure universal suffrage and equal treatment before the law, all restrictions on the right to vote based on intellectual or psychosocial disabilities should be abolished, including those based on individual assessment by the court.
15. After comprehensive consultations with relevant stakeholders, campaign activities and political advertising on social media, including their financing, should be regulated while respecting the right to freedom of expression.
16. To help protect the free expression of voters’ will, law enforcement agencies should make every effort to identify and investigate all allegations of electoral violations in a thorough, timely and transparent manner. Voters should be systematically informed about applicable mechanisms for reporting violations, including protection for whistleblowers and safeguards against repercussions.
17. To increase women's political participation, public funding could be linked to concrete inclusion measures. Political parties should consider steps to reform internal party mechanisms to increase women's representation within party structures, including access to funding. /Pamphlet/
