The head of the Socialist Party parliamentary group, Taulant Balla, spoke at a press conference about the lack of a law on referendums in Albania, emphasizing that this process will be guided through a broad and comprehensive consultation initiative.
Balla stated that, although the Constitution provides for the referendum mechanism, a special law regulating the concrete procedures for its conduct is missing.
According to Balla, the current draft will first go through a broad public consultation phase before being submitted to the Assembly. He stressed that the goal is to build a stable and widely accepted legal framework.
"In Albania, the Constitution determines how referendums are held and also how constitutional amendments can be approved through a referendum. Today we are here to guide this process. It will be a broad and long process. Before we deposit this draft that we have here today in the Assembly, we will subject it to a broad consultation process. The SP parliamentary group will hold several large consultative roundtables with lawyers, professors, students, and civil society so that we can arrive at a well-consolidated project that, even after it enters the Assembly procedure, will be a consultative process ," said Balla.
