
The Central Election Commission has called for the extension of the validity period of identification documents for voters living outside Albania until May 30, 2025.
This proposal comes as a result of a problem identified during the process of registering voters from abroad for the parliamentary elections of May 11, 2025, according to a letter addressed by the head of the CEC, Ilirjan Celibashi, to the main political parties.
According to CEC data, there are currently 600,248 voters with invalid identification documents, while around 900 citizens registered on the Electronic Registration Platform (PER) from abroad do not have valid documents to vote.
In a statement to political parties and civil society organizations, the State Election Commissioner, Ilirjan Celibashi, emphasizes the importance of voting from abroad and the need to address this issue. Celibashi appealed for an immediate solution, emphasizing that the inability to obtain valid documents within the legal deadlines could violate the right to vote for a significant number of voters.

The process of registering voters from abroad has begun on January 11, 2025, through the Electronic Registration Platform of the Central Election Commission (PER). This process will end on March 4, 2025.
In the consultative meetings that the CEC has organized during this period with representatives of political parties, as well as with civil society organizations operating within and outside the country, the issue regarding the validity of identification documents has been repeatedly brought to attention.
This problem has been identified among a significant number of voters inside and outside the country and requires immediate solutions in the context of the smooth running of the voting process for the Assembly elections on May 11, 2025.
From the information that the CEC has received from the Ministry of Interior and the biometric document production company, it currently turns out that there are 600,248 voters equipped with invalid identification documents.
From the data provided by PER, it appears that around 900 (nine hundred) voters from abroad have been registered who do not possess a valid identification document.
In light of the above, based on the importance of voting from abroad and the objective inability of voters abroad to obtain a valid identification document within the legal deadlines in order to exercise their right to vote, the CEC proposes to consider extending the validity period of identification documents for voters residing outside the territory of the Republic of Albania until May 30, 2025.
