Washington's diplomatic boycott and investigations into the criminal circle close to the prime minister have pushed Rama towards desperate negotiations.
Edi Rama is trying to send signals to the US to open a channel for negotiations, while American diplomacy has put him in complete isolation. Vanhorn's short visit, the boycott of US officials, the breakdown in communication with Kushner and the panic caused by the latest strikes against his criminal circle have forced Rama to seek political salvation with coded messages to Washington.
After the first coded message, when he spoke about the American prosecutor, Edi Rama sends the Americans the second signal to start a negotiation. Negotiations that at least since the victory of May 11 have been denied by any official contact coming from across the ocean. There has been only one meeting of Rama with the main US diplomat in Tirana, Nancy Vanhorn. A meeting that took place immediately after the officialization of the CEC results.
The media close to the majority interpreted it as a recognition of the fourth mandate, that is, as a legitimization of it. But the reality is completely different.
America is not a small and minor country like Albania, or a state of relative weight. It is the largest global empire, which is currently in a frustrating situation of declining power and is reorganizing its influences in the world. In the end, the USA remains the real empire of the Western sphere. This is shown every time President Donald Trump calls the leaders of Europe, whom he treats as “clients”, that is, as vassal states in the Roman sense.
Coming back to us, one cannot imagine the diplomatic energy required to legitimize a power in a small country like Albania, where the Americans know all the ins and outs better than anyone else.
The flattery only happened in 2021, when after the elections Yuri Kim gave Edi Rama an exaggerated praise, which no one fully understood, perhaps not even he himself. Those flattery were the empire's carrot to remind him to pack his bags. A request that was personally delivered to him by the US Secretary of State, Antony Blinken, in the spring of 2024.
Meanwhile, the meeting of Charge d'Affaires Vanhorn, after the certification on January 11, was completely different. Unlike Yuri Kim, Vanhorn did not give any statement. She stayed very little, not even 20 minutes in Edi Rama's office, while only the protocol procedures for entry consume 10 minutes. Logically, the American diplomat delivered an important message to the prime minister from her bosses in Washington.
This message shows that the time for carrots is over and the era of sticks has begun. And this era is only in its first phase, which is the total boycott of contact between American officials and the Albanian Prime Minister.
Nancy Vanhorn has met with almost all government ministers, regularly meets with the President and the Speaker of Parliament, but not Edi Rama. State Department official Mark Fleming also boycotted the Prime Minister, following the same protocol as Vanhorn, starting with Niko Peleshi.
After the boycott and isolation, the actions begin. It is likely that the American magnifying glass, more than the superficial investigations into Rama's government, has marked the powerful criminal circle around him. One of them was declared "Non Grata" just three weeks ago. Terrorized by this siege, Rama is trying to negotiate, even using desperate methods.
One of them was a podcast interview for the Austrian newspaper “Die Presse”, where he sent a coded message to Washington. Rama said verbatim:
“You asked me about Kushner and Soros. Yes, they are both friends. They may not like each other, although I am not sure. However, it is about them, it is not about me. It is not my job to judge, it is not my job to be part of this. This is Albania and this is the home for all the friends we have. So, both are at home here”.
The last phrase is the most coded. Information has been circulating for some time that Soros has requested guarantees to relocate to Albania if investigations are launched against him and the foundation in the US.
Rama wanted to say that he also has a friend, Jared Kushner, but in reality there has been no further signal from him. Neither for Sazani nor for Rama. Even though he has been sending greetings to them through mutual friends for a long time.
This was also the goal of the visit to Qatar, which in terms of state was a dud, because it returned without results. The goal was only to desperately seek help from the Gulf sheikhs to intervene with Donald Trump, since they are his closest allies.
