Engjëll Agaçi resigns from the post of Secretary General of the Prime Minister's Office
Engjëll Agaçi will step down from his position as Secretary General of the Prime Minister's Office. At today's informal meeting of ministers, it was announced that for health reasons Engjëll Agaçi is stepping down from his position as Secretary General of the Council of Ministers.
This is what is being said in the media, although so far there has been no official announcement clarifying whether the departure is related to resignation or dismissal. Agaç has held this position for almost 13 years, since Edi Rama's arrival at the head of the government.
It is learned that Elsonida Rama is expected to be appointed in his place. She previously held positions in the Codification Directorate at the Ministry of Justice.
Engjëll Agaçi, using the function of Secretary General of the Council of Ministers, has built a power that goes beyond the formal title, controlling the administration, commanding the secretaries general of the ministries, orienting the government's economic and political decision-making and becoming the mandatory filter for every decision that produces public money, concessions, favors or political protection, which makes him the most important and most dangerous figure in the Rama government.
The investigations into the incinerators have placed Agaç at the center of SPAK's attention, as he has directly participated in the processes of approving bonuses, in the passage of negotiation procedures and in the political and legal support of contracts that are now the subject of criminal investigation, while Agaç himself has attempted to shift responsibility by declaring in parliamentary committees that the Council of Ministers did not choose the winners, a statement that contradicts the fact that without the signatures, orientation and pressure of the Secretary General, no such procedure would have passed.
Agaç's name also appears in other investigations related to secret tenders and technology contracts, including AKSHI procedures, where SPAK is analyzing the role of the Prime Minister's Office in predetermining the winners and in the political protection of the beneficiary companies, while investigative sources speak of a repeated decision-making pattern where Agaç appears as the guarantor of agreements that pass through the government without transparency and real control.
