There is no peace in the investigation commission for the two health concessions that started today.
The meeting started with debates between Albana Vokshi and Plarent Ndreca. Then the MP Ina Zhupa said that Ndreca, who is the vice-chairman of the commission, is in a conflict of interest.
Then the socialist deputy Petro Koçi said that the request made by the opposition for these two concessions is dignified, but asked that there be no fighting.
Debate in the committee:
Albana Vokshi: I believe that all the members will rise to the height of the trust they have given to the voters to reveal two of the affairs and scandals, in the judgment, not only ours, but also the whole opinion and all of the organs of what you you call it the new justice.
This commission was established after a request that came from the opposition MPs, there you clarified the request, one of the biggest scandals that is affecting the lives and health of citizens. I am full of hope that we will clarify these two corrupt affairs.
Plarent Ndreca intervenes (deputy chairman of the investigative commission)
Albana Vokshi: Please, do not interfere, until Zhupa finishes, please...
Ina Zhupa: According to KLSH, there are 930 million Lek for incomplete services in the check-up concession and this has quadrupled. This is taxpayers' money, both socialists and democrats, my family members and yours to get health services.
There is no more meaningful issue than the vote of the parliament, which says that the commission of inquiry on health has been approved. I believe that you don't have a day or half a day to clarify the decision. Mr. Ndreca, is there a conflict of interest here? For me, there is a conflict of interest, because he was the lawyer of one of the accused in the concession.
Plarent Ndreca intervenes (deputy chairman of the investigative commission)
Albana Vokshi: Please, close it (to Ndreca). The decision is public, with or without a seal, the work of this commission does not stop. I would suggest that everyone sign a declaration that there is no conflict of interest in the matters to be dealt with or the witnesses to be called. Now Mr. Xhoxhi has the floor.
Plarent Ndreca intervenes (deputy chairman of the investigative commission)
Albana Vokshi: You don't get the floor without me giving it to you....
Plarent Ndreca: I understand what's wrong with her... madam president, don't go back to... I want to remind you that you are only an announcer...
....
Saimir Korreshi: You want to make a shooting table for the president, very good, because you have gained some experience from our actions, but first announce the opposition action. We are talking about 200 million Euros. Either we will return it from the good or we will take the case and the cauldron and we will fall.
Petro Koçi: I think that the request made by the opposition is very dignified, they are important issues that have created sensibility in the public opinion. It is one of the investigative commissions with solid reasons. But the beginning of the works is not good. It is a repeat of history, which is one of the blackest stains of this parliament. In general, the "hawks" of the parties or the most patient are called here.
It would not be appropriate for the conclusion after four months to be the same story, bilateral reports and fighting in the procedures of this commission. I think that ethics and propriety depends on him or her who leads. I would invite you to comply with this mandate. We must seek the truth and predestination brings evil developments. I would like to proceed differently and not with interventions that irritate each other's nerves.
Albana Vokshi: We have official information, but also from many sources. You have the right peace of mind for us to do the work. Take it easy. We will have to work with extended hours and not start today with attempts to damage the commission's work and with noisemakers. If we do not cooperate, it will be difficult for us to conduct an in-depth investigation of these two affairs.
Petrit Vasili: That it is an affair is because there are people convicted for it. The idea that we don't talk about this talk, or the talk will be told, I can't close it, we will go to the truth. A good part of the information is in the hands of the government. We hope that the commission will have a different fate and not the other commissions. If it is this true spirit to work, it cannot be said I want a decision for a decision that I have raised my hand.
