In the file of Meta and Kryemadhi, Haxhinasto appears in many cases, especially regarding the affair with the optical fibers.
Former Minister of Transport Edmod Haxhinasto climbed the steps of SPAK today, where he was questioned for over 4 hours about his connections with Ilir Meta and Monika Kryemadhi.
Despite the security measures against the former presidential couple, SPAK continues the investigations and Haxhinasto has been questioned about several episodes. In the file that went to the court, it appears in many cases, especially regarding the optical fiber affair.
After the interrogation, Haxhinasto said that he was asked about some files as a witness. " I have been called for certain matters. I have given my depositions where they should, " he said.
We recall that during the period 2010-2012, he held the position of Foreign Minister of the Republic of Albania. From 2012 to 2013, he held the position of Minister of Economy, Trade and Energy.
Whereas, in 2013, he was elected Minister of Transport and Infrastructure of Albania. He held this role until September 2016.

With letter No. 1672/1 Prot, dated February 21, 2024, the Ministry of Infrastructure and Energy has sent the documents related to the subject Unifi Communication Inc. From the review of the documents, it appears that with the order No. 285, dated October 27, 2014, Minister Edmond Haxhinasto, has removed the exclusivity that ATU shpk had for the optical fiber network by ordering:
Revocation of point 1 of Order No. 120, dated 23/08/2010, and specifically the expression "For exclusive use".
Change of permit conditions attached to order no. 120 dated 23.08.2010
The revocation of the phrase "this appendix and the permit itself has the force and effect of law".
In response to the request for documentation from the company Unifi Communication Inc, regarding the fiber optic network, the Ministry of Infrastructure and Energy has also sent the joint Order "On the establishment of the working group for the study of the current situation of fiber optic networks" dated 04 February 2014, of the Ministry for Innovation and the Ministry of Transport;
The draft decision of the Council of Ministers "On the removal of the right of exclusivity to all administrative permits and agreements for the construction of broadband optical fiber communication networks in the Republic of Albania", which has not passed for approval as it was opposed by Ministry of Innovation, as well as Letter no. 1795 Prot. date 01 April 2014.
* Projektvendimin e Këshillit të Ministrave “Për heqjen e të drejtës së eksluzivitetit tek të gjitha lejet administrative dhe marrëveshjet për ndërtimin e rrjeteve të komunikimit me brez të gjerë të fibrave optike në Republikën e Shqipërisë”, i cili nuk ka kaluar per miratim pasi është kundërshtuar nga Ministria e Inovacionit, si dhe Shkresën nr. 1795 Prot. datë 01 Prill 2014, ku projekt vendimi i mësipërm i është dërguar për mendim Ministrave Milena Harito, Shkëlqim Cani, Arben Ahmetaj dhe Damian Gjiknuri.
Në datën 04 Nëntor 2014, sipas përmbajtjes së bisedave që Monika Kryemadhi ka zhvilluar me Adrian Shatkun, rezulton se Adriani ndodhet ne Britani të Madhe. Monika i shkruan Adrianit që të marrë Ilirin në telefon se e ka kërkuar. Pasi Adrianí lidhet me Ilirin, i shkruan Monikës që Iliri i kishte thënë që para se të kthehej në Amerikë të kalonte në Tiranë.
Në datën 08 Nëntor 2014, ndërsa Adrian Shatku i shkruan Monika Kryemadhit lidhur me rregullimin e problemit që kishte patur me V. për interkoneksionin, e pyet se si i duket kablli (çka nënkupton se ku ka ngecur procesi i autorizimit).
Monika Kryemadhi i përgjigjet se beson se ka mbaruar, por duhet të kalojnë ditët që janë parashikuar me ligj. Po në këtë datë, Adrian Shatku i ka dërguar Monika Kryemadhit email në adresën [email protected] ku i shkruan “Investitor që po pret” dhe bashkëlidhur këtij emaili janë edhe bisedat që Adriani ka zhvilluar me Darren Farber”.
Adrian Shatku ka një historik komunikimesh me email me këtë person që fillon në datën 17 Shtator 2014, ku ky investitor e pyet Adrianin se si po ecën projekti i Ballkan-BIN cable.
Në datën 09 Nëntor 2014, Monika Kryemadhi i shkruan Adrian Shatkut se Iliri e kishte dashur (Adrianin) për Mondin dhe letrat ia dha asaj. Adrian Shatku i shkruan se do ti shikojnë (letrat) bashkë në Londër. Në datën 10 Nëntor 2014, Adriani i shkruan Monikës se të mërkurën paradite, do të takohet me D., dhe i kërkon Monikës që ti lejë takim me Piron në datën 10 mbasdite, dhe me Mondin në datën 10 në darkë.
Në datën 13 Nëntor 2014, Adrian Shatku ka biseduar me një person me emrin Bashkim me të cilin ka lënë takim. Foton e bisedës që Adriani ka bërë me Bashkimin ia ka dërguar Monika Kryemadhit dhe në vijim i ka shkruajtur se: “Foli keq por ofroi…mere ti se je i fushës etc. See you Monday”. Monika Kryemadhi i shkruan Adrianit se: “Me kujdes më thotë Iliri se B mos të regjistron dhe mos iua përmend emrat tanë. Se ia ka frikën atij. Por shikoja letrat mirë”.
Ministrinë e Transportit dhe Infrastrukturës, dhe nga hetimi ka dyshime se është i njëjti person për të cilin në datën 1 Mars 2014 personi nën hetim Ema Çoku i shkruan Monika Kryemadhi se “Takova Ermalin, më tha: që ta mbyllin të enjten te mbledhja e qeverisë. Duhet me i thënë dhe Mondit që ta nxitoje pak. “Lidhur me këtë shtetas janë evidentuar edhe disa sms si vijon:
On April 1, 2014, Adrian Shatku writes to Monika Kryemadhi: I am with Ermal at the restaurant. On October 3, 2014, Elona Guri wrote to Monika Kryemadhi that Ermali sent her an SMS saying "Hello Elona! I wish you to be well at home! Haxhiu called me to the office! Could you arrange a meeting with my friend because it is very important to me. I'm sorry and thank you."
On October 28, 2014, Edmond Haxhinasto, user of phone no. 06820***, has sent an SMS to Monika Kryemadhi where she asks: "How much obligation do we have to Ermal Topalli because he is terribly incompetent and intriguing?".
On October 30, 2014, Ema Çoku writes an SMS to Monika Kryemadhi: "I must have a cup of coffee with Ermal today, when you have time." It turns out that at this time Ermal Topalli has contradictions and debates with Minister Edmond Haxhinasto, taking advantage of the relationship he had established with Monika Kryemadhi and Ilir Meta at the time he was dealing with the legal procedures for granting and approving licenses and authorizations for the company Unifi Comunication inc and its administrator Adrian Shatku, through Emma, the friendly relationship of the couple Meta - Krymadhi, at the same time and Adrian's cousin, asks for the help of Monika Kryemadhi to settle debates and disagreements with Minister Haxhinasto.
With letter no. 947/1 Prot. dated March 13, 2024, the CD was administered with the data stored in the e-mail of former employees of the state administration: Ermal Topalli, Arjan Korpa, Eduart Seitaj and Edmond Haxhinasto. These data have been recorded and exported from the server database of the National Agency of the Information Society.
