Democratic leader Sali Berisha, during a media conference, said that it is up to the sovereign to have his say, now that the Socialist Parliamentary Group rejected SPAK's request for Belinda Balluku's immunity.
Berisha warned that the only solution is in the hands of the citizens. "One thing is certain, the solution is only in the hands of the citizens. We are dealing with the fate of every Albanian, we are dealing with the European dream of EU integration of all Albanians," he said.
He further added that the opposition has constant communication with internationals, adding that they came and saw for themselves the dire situation in Albania.
The SP parliamentary group decided that the Assembly will become a shield and will not allow SPAK to arrest Belinda Balluku. Should justice use any legal avenue to act even against the will of the socialists in this case, and as the opposition do you have a call to the Albanian justice system?
Sali Berisha: Now, we have to be honest. There has been no one more critical of justice on this platform than me. But if the executive with criminal records decides not to accept the decisions of justice, it is up to the sovereign, not the justice, to have its say.
Because the entire justice system is one body, let's take 300-400-500, which is 1000, and all the other links are in the hands of the executive.
In this context, it is the sovereign who must intervene with all democratic constitutional means to enable the exercise of power by the judiciary in Albania.
Therefore, whether the judiciary will continue to issue other orders for the arrest of Edi Rama or not, I cannot predict this.
One thing is certain, the solution lies solely in the hands of the citizens. We are dealing with the fate of every Albanian, we are dealing with the European dream of EU integration of all Albanians.
Therefore, I cannot predict what the reaction of the judiciary will be in this case, but the duty of the opposition, the duty of the citizens, is to stand with all our strength on the side of the constitution and the rule of law.
You have said that Edi Rama will not be overthrown by justice, nor by internationals, but by citizens. But are you and is the opposition communicating with internationals regarding this situation, regarding the official rejection that the majority is making of the arrest of Balluk, at the request of SPAK?
Sali Berisha: The truth is that we have had continuous communication about this problem. But fortunately, as you are aware, there have been intensive international visits to Tirana during these two months focused mainly on this issue.
Therefore, very little was necessary, I would say, our briefing. We have done it, I emphasize once again; the fact-finding mission of the European People's Parties, composed of representatives of 30 parties, which was in Tirana a few days ago, in its conclusions states that the situation we found in Albania was shocking.
All their findings in Albania, representatives of the European Parliament who came on a very rare act, a very rare fact-finding mission. They also reflected them in their speeches, their positions in the European Parliament.
Likewise, Albania has been visited by the Foreign Minister of the Federal Republic of Germany and the Minister for Europe of the Federal Republic of Germany.

I am convinced that there is no free country, that free countries stand strong for the rule of law.
Therefore, there is nothing left but thanks for the clear, firm positions they have taken.
But as you are witnesses, I have always warned that Edi Rama will never agree to surrender to justice.
That Lubi Balluku is simply the notary, the secretary of the registration of his thefts, of course he benefited from them, but the main one is Edi Rama.
So now the sovereign must speak his word in the most determined, decisive way.
