Pse SHBA-BE nuk e përshëndetën paktin për reformën

No embassy or international organization has reacted and welcomed the electoral reform pact.

The Socialist Party and the Democratic Party changed the Electoral Code yesterday, introducing the diaspora vote and introducing a scheme with two lists, where 2/3 are open and 1/3 closed.

For many, this pact, cooked under the rug, is in the wake of the 2008 one between Edi Rama and Sali Berisha, to keep the lists closed. With the new scheme, very few deputies will be elected directly by the people, since the majority are elected by the party leaders.

For 3 days, DP and SP want to fill our minds that it was a necessary reform. Today, Berisha and Bardhi told us that they implemented the decisions of the Constitutional Court, as they do not consider it a bargain. SP, on the other hand, also sells it as a movement where it met the demands of the opposition.

But there is one element that has gone into total silence. No embassy or international organization has reacted and welcomed the electoral reform pact. Both parties boast that they are bringing the diaspora vote and opening the lists, so why have the US, EU, Great Britain, or OSCE embassies not reacted? OSCE/ODIHR only reacted to the amendment to increase women's participation, but not a word was said about the pact. Why this silence from the partner countries?

The answer is very clear: internationals told Rama and Berisha that they cannot turn a blind eye. Both the US, the EU, the OSCE and the embassies of other partner countries have been demanding electoral reform for over a year, a reform that should consist of the implementation of ODIHR's recommendations and not of conflicts made for political interests. So what the parties achieved, for internationals, is not a reform, but the next bargain.

Also, another reason for their silence is that they are realizing that Rama and Berisha are together in the game. The Electoral Reform is the next bargain, as many agreements were reached earlier, culminating in the receipt of the stamp from Berisha. The US has made it clear that no one should cooperate with "non women", but Rama is challenging them.

All these bargains are seen as a threat to the new justice. Rama is moving forward with the "Xhafaj" commission and September may bring surprises, where it is not surprising that they join forces with Berisha at the expense of the new justice system. The international silence shows a lot and the Rama-Berisha duo should know that they are being monitored. / Pamphlet
