Edi Rama traveled to Athens today, while in the evening he will have dinner with US Ambassador Kimberly Guilfoyle. In focus is the Bilisht cobalt and nickel affair?

Prime Minister Edi Rama appears to have strengthened relations with the US Ambassador to Greece, Kimberly Guilfoyle.

The Prime Minister has traveled to Athens, where he will participate in the Delphi Forum tomorrow. A day earlier, "Pamphlet" reported that the head of the Albanian government was asking Prime Minister Mitsotakis for a meeting, but the latter has not yet found time to meet him. However, Rama seems to have decided to have dinner with Kimberly Guilfoyle today.

The latter, a short while ago, came to Tirana and had a mysterious meeting with Prime Minister Rama. Greek media have put forward several theories about the talks, from investment in gas infrastructure to a nickel mining project in Bilisht. Rama is reported to have dinner with the ambassador at her residence, accompanied by his wife, Linda Rama.

After the visit to Tirana, Greek media wrote that the Greek group AKTOR, in cooperation with the BrightNest company and with support from American capital, will engage in the exploration and exploitation of nickel and cobalt. The investment could reach up to 1 billion euros and includes the entire chain, from exploration to mineral processing. According to them, this was the reason for the ambassador's visit to Tirana, after she negotiated.

But what is the truth?

The Bilisht deposits contain over 500 thousand tons of nickel and over 25 thousand tons of cobalt, making this project one of the largest in Europe. AKTOR’s partner in this venture is BNI Foundation, which according to the official announcement is described as “a regional company operating in the Balkans and mainly in Albania”, with American capital. In the agreement papers, AKTOR Metal takes 51% of the joint venture, while BNI Foundation takes 49%.

On the Albanian side, the signatory for this foundation is Mirsad Uruçi, but not on behalf of any large headquarters in America, but through a company called Brightnest sh.pk, which was founded in October 2025 with a capital of 100 lek, that is, approximately one euro.

This is where the part begins where one wonders: how is it possible for a company with one euro in capital to become a partner for a 1 billion euro project?

Përgjigjja është se nuk është Brightnest ajo që ka rëndësi, por BNI Foundation, e cila supozohet të sjellë kapitalin amerikan. Por kur “Pamfleti” filloi të kërkonte se kush është ky fondacion, u përball me një boshllëk të plotë.

BNI Foundation nuk figuron në asnjë regjistër të Qendrës Kombëtare të Biznesit në Shqipëri. Nuk është i regjistruar as si shoqëri tregtare, as si organizatë jofitimprurëse, as si fondacion. Nuk ka NIPT, nuk ka adresë, nuk ka asnjë dokument që vërteton se ajo operon ligjërisht në territorin shqiptar. Kur i kërkon shtetit shqiptar të të tregojë se kë ka futur në një marrëveshje miliardëshe për pasuritë nëntokësore të vendit, shteti ngre duart lart.

Pastaj shkon te regjistrat ndërkombëtarë. Në Amerikë ekziston një BNI Foundation, por ai është një fondacion bamirësie i regjistruar në Karolinën e Veriut, i cili merret me mbështetjen e fëmijëve dhe nuk ka asnjë lidhje me minierat apo Ballkanin.

Kush është realisht partneri i “AKTOR”?

Brightnest sh.p.k. u themelua në tetor 2025 në Shqipëri, vetëm pesë muaj para nënshkrimit të marrëveshjes me “AKTOR”. Kapitali i saj i regjistruar: 100 lekë, ekuivalenti i 1 euro. Pronar i vetëm: Mirsad Uruçi.

Mirsad Uruçi nuk është biznesmen i panjohur. Ai është administratori i Energy Financing Team Tirana sh.p.k. (EFT Tirana), degës shqiptare të EFT Group. Siç ka dokumentuar “Pamfleti” në bazë të bilanceve zyrtare të depozituara në UK Companies House, pronari përfundimtar i EFT Group është Vuk Hamoviç, oligarku serb i energjisë, përmes fondacionit të tij privat në Lihtenshtajn. Zinxhiri i pronësisë kalon nga Hamoviç te një fondacion në Lihtenshtajn, pastaj te Stanari Holdings AG (Lihtenshtajn), më pas te Stanari Investments Limited (Londër, ish-EFT International Investments Holdings), e cila është ortake e vetme e EFT Tirana, ku Uruçi shërben si administrator.

Hamoviç figuron në dosjen “Suisse Secrets” të OCCRP-së, hetimin e realizuar nga 48 media botërore, përfshirë “New York Times”, “Le Monde” dhe “The Guardian”. Sipas dosjes, ai kishte tre llogari në Credit Suisse me balancë totale mbi 16.5 milionë franga zvicerane. Serious Fraud Office britanike rekomandoi akuza ndaj tij për korrupsion. Biznesi i tij u hetua në katër shtete. Djali i tij, Milos, u përmend në aktakuzë për pastrim parash në Republika Srpska.

What makes it worse is that on April 13, 2026, Shirley Towne, president of BNI Foundation Worldwide, Inc., based in Charlotte, North Carolina, responded to the “Pamphlet’s” questions. In her email, she writes: “BNI Foundation Worldwide, Inc. is not involved in, connected to, or affiliated with any mining or mineral exploration activity in Albania or elsewhere. The Foundation has not authorized any entity or individual to use its name in connection with commercial ventures. We are aware of the media references and are taking appropriate steps to ensure that the information is corrected.”

This response confirms what “Pamphlet” suspected from the beginning: the “BNI Foundation” that appears in the Bilisht agreement has no connection to the registered American foundation. Its name is being used without authorization to give legitimacy to a billion-dollar agreement, for which no one can say for sure who is really behind it. / Pamphlet
