The United States of America has instructed the Special Prosecutor's Office on where to strike. Although arrests have been made and charges filed, more work is needed for Americans. So, if the sharks of corruption are not put in the cell, the new justice is not where it should be.
The State Department published today its report on the investment climate, and in addition to the attacks on the government, a chapter is devoted to justice.
" The Special Prosecutor's Office (SPAK) and the National Bureau of Investigation (BKH), created within the framework of the justice reform, are making progress in the investigation, prosecution and punishment of persons involved in corruption and organized crime, including officials of current or past high and crime bosses. The Special Prosecutor's Office has launched investigations into several high-profile cases, ordering the arrest and punishment of several high-ranking officials.
However, more cooperation from government agencies with the Office of Special Prosecutions is needed to advance the fight against corruption and organized crime to address the widespread culture of impunity. Further progress and intensification of the work of these specialized anti-corruption structures and a consistent record of investigations and convictions for high-level corruption would encourage foreign and domestic investment, and enable Albania to compete more successfully in the economy global ", says the DASH report.
On the other hand, the Americans have shown the areas where corruption "boils". For them, concession contracts are pure affairs. It is also emphasized that there is great corruption with tenders in general.
“ Reports of corruption in government procurement are common, with investors frequently reporting instances of government corruption delaying and preventing investment in Albania. The continued use of Public Private Partnership (PPP) contracts has reduced opportunities for competition, including from foreign investors, in infrastructure and other sectors. Poor analysis and lack of technical expertise in the drafting and monitoring of PPP contracts are persistent concerns. Some American investors have faced contentious commercial disputes with public and private entities, including some that have gone to international arbitration ," DASH points out.
According to the State Department, corruption continues to undermine the rule of law, endanger economic development and prevent Albania from reaching its full potential.
