The former head of the Investigative Commission for incinerators, Jorida Tabaku, has commented on SPAK's investigations and arrests for the incinerator.
She emphasized that the government is responsible for the affair. Regarding the mayor of Tirana, Tabaku said that Erion Veliaj should at least have been asked by SPAK.
Tabaku did not describe the issue of incinerators as a political battle, but stated that it is a public good. She emphasizes that SPAK should not leave this matter at that, but go to the end of the investigations.
"The concession contract continued on its way and was approved with a letter from Erion Veliaj. It is true that over the years, there have been attempts to see how it could be efficient to operate. Analyzes have been made, there have been several initiatives. The real cost that was found by KLSH and SPAK is not 29 euros per ton. Costs are miscalculated. The real contract of Tirana is 300 million euros, and this is one of the violations, a finding of SPAK. Even Mr. Veliaj should have been arrested. At least it should have been asked. I may have criticism, but to attack SPAK I do not attack it. 300 million euros is the value of the contract extended over time. Today the state budget pays more, it is calculated at least 60 euros per ton. 60 million euros is the cost they are taking. He knows how he took this responsibility. There is tremendous scope for law-breaking. It is a question of participation. The government's responsibility is where it is, but we are saying that here the mayor also has increased responsibility. The three participants, the Ministry of Finance, the Ministry of the Environment, the Municipality of Tirana, the mayor, the Minister of Finance, the Minister of the Environment, are the three key people in this affair. And Tirana in terms of the formula itself is an extraordinary giant.
