
The clash within the "Albania Becomes Initiative" coalition has officially reached the Central Election Commission, where Adriatik Lapaj has filed a formal letter addressed to Ilirjan Celibashi, demanding respect for the resignations of the candidates on the closed list and the correct application of the electoral law.
In the document submitted this Thursday, Lapaj underlines that the resignations were made from running for MP and, as such, the respective candidates are no longer entitled to the mandate. At the heart of the argument lies the idea that closed lists cannot reinstate resigned names, regardless of their place in the rankings.
"The mandate of the deputy should be passed to the first candidate of the open list who has received the highest number of votes within our coalition, and this is Adriatik Lapaj," states the letter signed by the legal representatives of the initiative.
But behind this development lies a silent conflict that has surfaced between Lapaj and Endri Shabani. The latter is accused of indirect interference, as his uncle, a name listed on the closed list of resigning members, has recently requested to take over the mandate, denying that he has signed any resignation before.
This move has been interpreted as an attempt to bypass the real results of the vote and regain political positions through procedural techniques. The choice now rests with the CEC, while eyes are on Celibashi for a decision that could set a precedent for the functioning of electoral lists in the future.

The "Albania Becomes" Initiative, with Decision No. 137, dated 04.03.2025, sent the registration to the Central Election Commission of the candidate for deputy in the Tirana District for the elections of May 11, 2025, with the name of the candidate Mr. Arlind Kuka, for the multi-name list.
This candidacy was transmitted to the CEC by the Tirana District, noting that (i) the mandate represented a genuine public and civic commitment, (ii) it was part of the closed list of the electoral subject “Albania Becomes”, and (iii) it complied with the legal and statutory criteria. However, on 17.04.2025, candidate Arlind Kuka submitted an official request to resign from the candidacy, for personal reasons and objective inability to continue with the campaign and political obligations related to the potential mandate.
Each individual resignation, according to the provisions governing the multi-name list and the ranking of candidates, is a free and irreversible decision by the candidate.
In accordance with its official request, as well as in compliance with the principles of electoral transparency and integrity of the lists, the entity "Albania Becomes" requests from the Central Election Commission:
To approve and officially recognize the resignation from the candidacy and to update the multi-name list of the Tirana District for the elections of May 11, 2025, according to the order and criteria set forth in the law and statute.
