The revelations of the Supreme State Audit Office have enraged Edi Rama. The Supreme State Audit Office is the only body that is not stopping in the face of pressure, and this has led Rama to launch an attack on his entire party, attempting to blackmail the mayor along with the auditors.

This is necessary, especially in the context of the misuse of figures used by the SAI audits, as happened here in this room today. If we are looking for a much more efficient institution in the exercise of its responsibilities, it is equally important to be equally attentive to the performance of the institution itself. The allegations raised regarding the deadlines that apply to the sending of draft reports to the audited entities and those related to the approval and sending of draft decisions and sending of the final report to the audited entity remain worrying for the SAI institution, in the context of the fact that there are several reports of unjustified extensions beyond the legal deadlines of certain audits and the extension of the approved time of the final reports ," said Xhafaj.
Although without any kind of competence, Fatmir Xhafaj went so far as to question the integrity of the auditors of the Supreme Audit Office. Fatmir himself should know that the best experts in the fields work in this body. But the fact that they are endlessly finding violations, seems to Xhafaj that they are incompetent.
" Also, in my judgment, the issues of integrity and ethics of employees, and especially of auditors in the exercise of their duties, remain a priority, as well as for more efficiency, transparency and professionalism in the controlling role of the SAI. Today, the example of an SAI employee was abused here, which is not true at all ," he said.
And the final threat came at the end. Fatmir Xhafaj has been given the leadership of the commission, which for the sake of truth is not clear what role he has. But Xhafaj seems to be giving himself the authority to go so far as to audit the SAI itself.
" The Supreme State Audit Office does not audit persons, nor functions, but institutions. And this is a matter of principle. The Assembly has direct constitutional and legal responsibility for the supervision of this institution. The establishment of the subcommittee for public sector audit within the Economy Committee will be a necessary mechanism to increase the accountability of the SAI and to positively answer the fundamental question of any control system: who controls the controller? The Committee on Civic Initiatives, Cooperation and Institutional Oversight will also consider as a priority the monitoring of the implementation of the recommendations that this session will adopt for the Supreme State Audit Office, in order to increase the effectiveness in accountability, but also in the good governance of public funds ", he said.
