The OSCE Office for Democratic Institutions and Human Rights (ODIHR) undertook a Needs Assessment Mission (NAM) to Albania from 3 to 6 December 2024.

The purpose of the mission was to assess the pre-election environment and preparations for the elections. Based on this assessment, NAM recommends observing the elections with a team of 26 long-term and 300 short-term observers.

The ODIHR conclusions state that it is critically important to monitor the situation before the elections, especially regarding the use of state resources.

They identified several aspects that require special attention, including the work of the election administration, the introduction and implementation of new technologies in elections, the campaign and its coverage by the media and online platforms, campaign financing, the resolution of electoral disputes, and election day procedures.

Conclusion and Recommendations

All ODIHR interlocutors emphasized the necessity of a large-scale ODIHR election observation mission, underlining the importance of deploying it before election day and in all districts to ensure independent and impartial supervision of the entire electoral process.

Representatives of state institutions assessed the ODIHR's electoral recommendations as an important contribution to improving the electoral framework and practices.

Many interlocutors emphasized the critical importance of observing the pre-election period, particularly with regard to the use of state resources and the potential impact on creating a level playing field.

They identified several aspects that require special attention, including the work of the election administration, the introduction and implementation of new technologies in elections, the campaign and its coverage by the media and online platforms, campaign financing, the resolution of electoral disputes, and election day procedures.

Based on these considerations, the ODIHR recommends the deployment of an Election Observation Mission (EOM) for the parliamentary elections of 11 May 2025.

In addition to a core team of experts, the ODIHR recommends that OSCE participating States deploy 26 long-term observers to follow the election process throughout the country, as well as 300 short-term observers to monitor election-day procedures, including voting, vote counting, and tabulation of results. In line with standard ODIHR methodology, it will also include a media monitoring element.
