Gjergj Luca's frauds. The trafficker who took state assets for 1 euro
Gjergj Luca's latest interview on Grida Duma's podcast revealed more than he tried to hide. He admitted that the Ministry of Finance had valued the assets he wanted to privatize at 1.4 billion lekë, but documents show that he paid nothing. Luca received the assets for 1 euro each, benefited from 1.2 million euros in agricultural funds, subsidized oil and monthly income from state rents. The list of looted properties includes state reserves, military tunnels, former mines, forests, tourist lands and strategic maritime zones, which he received thanks to political support from Edi Rama.
A week ago, in an interview commissioned by Grida Duma's podcast, 'fisherman' Gjergj Luca tried to clear his profile as an international drug trafficker and justify the state assets he has looted with decisions by Prime Minister Edi Rama.
Regarding the assets he acquired with "1 Euro", Gjergj Luca revealed a fact of manipulation, or more precisely a financial affair with the Ministry of Finance, which is the subject of an investigation by the justice system. He said: "When I went to privatize the building, in the office of the Minister of Finance, Anila Denaj, there were two employees who sat in front of me with an estimate of 1,100 euros per square meter, a total of 1.4 billion lek. I made a scandal in the presence of the minister, telling them that they wanted to rob me. The state should have given me lek, not taken me for those buildings."
The question that naturally arises is which state-owned facilities are in question and whether fisherman Gjergj Luca paid the 1.4 billion lek obligation according to the assessment of the Privatization Directorate at the Ministry of Finance.
He said that he paid this amount into the state treasury. But, according to information provided by "Pamfleti" from sources within the Ministry of Finance, it turns out that fisherman Gjergj Luca never paid and took the assets. He paid only 1 euro for each of the 4 assets that Edi Rama gave him, with a total area of 150 thousand square meters of buildings and land in Labinot-Fushë Elbasan, Përrenjas, Gramsh and Maliq.
Gjergj Luca said that he also paid 400 million lek to the Ministry of Defense for the objects he received from the army, but this is also a fraud. He received them for 1 euro and no payment of 400 million lek was made by the company "Rozafa Sh.pk" on behalf of the Directorate of Privatization of State Assets.
For the value of 1.4 billion lek, Luca said that the former Minister of Finance before Anila Denaj, namely Arben Ahmetaj, had decided on it. According to him, Ahmetaj had ordered the valuation act in accordance with the privatization law, while after Ahmetaj's departure, Gjergj Luca's obligation was erased.
Former Minister Anila Denaj has the obligation to clarify the "history" of the forgiveness of 1.4 billion lek to the trafficker Gjergj Luca for the state assets he received. By what law and by what order was this done?
Prime Minister Edi Rama's fisherman and trafficker also lied when he said he had not received a single penny from the state. In fact, Gjergj Luca has received 1.2 million euros from agricultural funds, thousands of euros from oil at a price of 55 lek per liter, and for 12 years he has been receiving 2,500 euros per month for an office rented to the Customs in Lezha.
The state assets that Gjergj Luca has received
- 105,127 square meters of buildings and land of the State Reserves in Labinot-Fushë of Elbasan and 1,500 meters of tunnels.
- The former military unit in Çekrez of Gramsh with an area of 28,960 square meters.
- The Iron-Nickel Mining Park in Përrenjas with an area of 10,287 square meters.
- 4,889 square meters of buildings in the former Sugar Factory in Maliq.
- 10 hectares of forests in Zall-Shkumbi and 44 hectares in Shmil of Elbasan for photovoltaic energy.
- 10.3 hectares in Labinot-Fushë for a cultural complex.
- 5.1 hectares in Klenjë of Bulqiza for a tourist resort.
- Lake Xarra in Butrint as a 30-year concession for fish and mussels.
