Swiss media are making fun of Edi Rama's much-hyped project for an Artificial Intelligence "minister", while "Diella" has already ended up in the courts and at the center of scandals for corruption, constitutional violations and illegal use of the image. The Swiss portal " 20 Minuten " has dedicated a long article to the Albanian government's futuristic project, emphasizing that the world's first experiment with a virtual minister is now facing investigations, lawsuits and serious accusations against the officials who administered the system.

"Diella", as the Albanian government christened the artificial intelligence, was introduced in September 2025. Previously, the model existed as a chatbot on the state portal E-Albania.

During the presentation, Prime Minister Edi Rama stated that the Minister of AI would be directly subordinate to him and would not risk falling prey to nepotism, as "she has no family."

Charge 1

Shortly after the presentation of “Diella”, the Democratic Party of Albania filed a lawsuit against the virtual minister. The opposition argued that, according to the Albanian Constitution, the government can only be composed of real people and that an algorithm cannot be accountable to the people.

The Democratic Party also criticized Rama's decree, which created "Diella", claiming that it violates the separation of powers. According to the opposition, a new ministerial structure was created without a legal basis, giving the prime minister new powers outside the constitutional framework.

The Albanian Constitutional Court's decision on this matter is expected to be issued on Tuesday.

“Diella” is administered by the National Agency for the Information Society, known as AKSHI. In theory, its mission was clear.

"My mission is to make the government's work easier every day," the AI ​​avatar declared during a speech in Parliament.

But the leaders of the AKSHI may have exploited this project for personal gain. In December, the director and her deputy ended up at the center of judicial investigations. The Special Prosecution Office against Corruption and Organized Crime has placed both of them under house arrest.

The charges against them are serious. The leaders of the AKSH are even suspected of using kidnappings to embezzle millions of euros.

Charge 3

Actress Anila Bisha, who gave the Albanian state her voice and face, is also unhappy with the project. According to her, the agreement was only about the E-Albania chatbot and not the virtual avatar that later turned into the AI ​​“minister”.

The contract, according to Bisha, had ended at the end of 2025 and she had never given consent for her face to be used for "Diella".

According to her lawyer, the agreement was exclusive. " This means that her image and voice could not be used for other products ," he stated.

The Albanian government has rejected the accusations, calling the claims unfounded. A government spokesman said the court would decide who was right. /Pamphlet
