EU begins lifting punitive measures against Kosovo

The High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, has announced that the EU has begun the process of gradually lifting the punitive measures imposed on Kosovo as of June 2023.

These measures were imposed due to tensions in northern Kosovo and actions considered uncoordinated by the Kosovo government, led by Prime Minister Albin Kurti.

During a press conference for the media in Pristina, Kallas emphasized that the lifting of the measures will be gradual and conditional on Kosovo's progress in reducing tensions in the north and engaging in dialogue to normalize relations with Serbia.

"The Kosovo-Serbia dialogue remains key to the stability and European path of the region. The gradual lifting of measures demonstrates our commitment to supporting Kosovo and regional cooperation ," Kallas declared.

The punitive measures, which included the suspension of EU funds, the freezing of high-level meetings and the restriction of bilateral visits, have significantly affected Kosovo's economy and European integration process. According to diplomatic sources, most EU member states support the lifting of the measures, but some states, such as France, Italy, Slovakia and Hungary, insist on a cautious approach, linked to clear conditions.

The Kosovo government has claimed to have met EU demands, including holding a referendum in the four northern municipalities and reducing the police presence in the area. However, the EU believes that further progress in the Kosovo-Serbia dialogue and full de-escalation in the north are essential for the full lifting of the measures.

The process of gradual lifting of measures is expected to be further discussed in future meetings of the EU Council, where Kosovo's steps and progress in the EU-facilitated dialogue will be assessed.
