The final draft for the Association of municipalities with a Serbian majority in Kosovo is published. A few days ago, the EU and the USA came up with a new proposal, which was accepted by Albin Kurti. The Prime Minister declared that the last variant does not conflict with the Constitution of Kosovo and expressed his willingness to sign, but does not accept Vucic to recognize the independence of Kosovo.
It was the Kosovar portal "Papraci" that published parts of this draft. The draft states that it "ensures a framework self-government with substantial autonomy for the Kosovo Serb community".

One of the points of the draft statute foresees the regulation of the organizational structure of the Association. Based on the draft statute, the association will have its own assembly, president, vice president, board, advisory council and complaints office. In the point "Main Objectives" in the draft of the statute it is stated that it "ensures a framework self-government with substantial autonomy for the Kosovo Serb community".
Meanwhile, in the conclusions of the draft statute, it is emphasized that "the draft statute does not cross any of the red lines of Kosovo".
Earlier it was Lajçak, who confirmed that the draft is in order with the Constitutions of both countries.
This draft, proposed by the European Union, was presented to Kosovo and Serbia during the visit on October 21 to these two countries of the representatives of the EU, the United States, France, Germany and Italy.
Now it seems that the ball is in Serbia's court, since in exchange for the Association it must recognize Kosovo. Vucic himself insists that he does not accept such a thing.
