An article in the "Pamphlet" of the week we left behind has alarmed the prosecutor of the Special Prosecution of Kosovo, Dren Paca.
In the article dated October 28, the portal stated that the prosecutor was photographed with persons who are under investigation and accused of alienating property and this contradicts the Code of Ethics. According to the photo, the prosecutor was seen accompanied by Venhar Hana and Sami Mazreku from the Kosovo Insurance Bureau.
But this photo worried the prosecutor, who reacted and demanded that the article be removed, as the prosecutor claims that there are irregularities.
" The article in question has completely untrue content, unverified information, for which neither I, as an official person quoted, nor, as can be seen from the content of the article, nor the other parties that are spoken about, have received any opinion regarding the topic that this article deals with. According to the subtitle of this article, it is emphasized that certain properties have emerged in the name of a group of citizens with strong positions in the judiciary, the prosecutor's office and other institutions, dealing in connection with the title of the article, it is alluded to as if I am a beneficiary of any property "as a member of the group with strong positions", which is an untrue fact and slander of the Pamfleti.net medium against me. From the topic covered, it can be seen that a photograph has been published which, according to the article, the medium Pamphleti.net wrongly states and against every sound principle that it turned out that I, from the position of the prosecutor, have guaranteed protection to certain suspects in certain criminal actions , without giving any kind of explanation or clarification in which cases and in what way we have guaranteed this supposed protection to suspected persons, according to the medium ", says the prosecutor.
But we are addressing the public prosecutor. Honorable, it is evident that you have at least committed a serious and flagrant violation of the Code of Ethics and professional conduct for prosecutors, because at the very least you have damaged public trust in justice institutions.
The fact of associating with the persons in question raises great doubts about all the claims that we have raised and that we believe will be part of the treatment by the competent bodies. For more, our sources show that you are also talked about for exerting influence and delaying investigative processes on your colleagues, when the apostrophized persons are in question, now better known for their criminal activity with Property and Insurance, as is the case of investigations at the Prosecutor's Office Ilirjana Çollaku Tafa, as long as you are paid with citizens' taxes to fight crime, not to protect it.
We as the media have other proofs of your continuous association with persons involved in crime and corruption, and we inform you that we are uncompromising in the exercise of noble media activity for fair public information and the fight against crime and corruption. .
We also have some questions for you, prosecutor:
1. Are you aware that Sami Mazreku and Venhar Hana are suspected of cooperation and assistance in the commission of criminal offenses, fraud, legalization of false content, falsification of documents, related to the alienation of properties over 10,000,00 million Euros, for the case of who was arrested Afrim Gashi, friend of Venhar Hana and Sami Mazrek? While Ylber Hyseni is now on the run, represented by Venhar Hana with authorization, and it is about persons who are involved in collaboration as a structured criminal group that devours the properties of Kosovo citizens.
2. Are you also aware that Sami Mazreku and Venhar Hana have investigations confirmed by the Basic Prosecutor's Office in Pristina, on 13.10.2021, which received the case from the Special Prosecutor's Office of the Republic of Kosovo, which was registered in the Crime Department of the Basic Prosecutor's Office in Pristina. "The state prosecutor, on 22.10.2021, submitted a request for the collection of information to the Kosovo Police, therefore, we inform you that the case is currently in the phase of investigations in the pre-criminal procedure", said Laureta Ulaj, information officer at the Basic Prosecutor's Office of Pristina , for defrauding the government with fake policies and for defrauding insurance companies with the anti-fraud system from the "Quantix" Company.

How is it possible that you as a Special Prosecutor associate with such persons? You should be aware of the prohibitions in the exercise of public office provided by the CODE OF ETHICS AND PROFESSIONAL CONDUCT FOR PROSECUTORS, where it is determined that:
" Prosecutors will work to fulfill their mandate, based on the general and fundamental principles of professional ethics, as follows: 1. The specific forms of misconduct of prosecutors, included in this code, are not comprehensive. It is impossible to provide a complete list of all situations that the prosecutor may face in practice; 2. The unwritten rules for assessing the relevant situation should be such that any behavior that damages the honor and dignity of the State Prosecutor and may damage the public's trust in his impartiality or reliability, should be avoided by the prosecutor at all times; 3. The prosecutor at all times, in all circumstances, on duty and in private life must: 3.1. To respect high standards of professional and personal behavior; 3.2. To carry out the tasks with impartiality and care; 3.3. To avoid any behavior and situation that may question integrity and impartiality; 3.4. To respect and abide by the law; 3.5. To carry out his duties based on recognized international human rights standards .
