
The United States and the European Union are considering the possibility of measures against Kosovo in case it does not fulfill its obligations and does not calm the situation in the north of the country, including sanctions against Prime Minister Albin Kurti and Interior Minister Xelal Sveçla, according to a government text American, provided by Euronews Albania.
The first phase of sanctions would include freezing all EU funds, the visa liberalization process, the Council of Europe membership process, US funds and other Western-funded projects.
The second phase would be the passive attitude of Kosovo's allies towards Serbia's campaign for non-recognition of the state of Kosovo, a reorganization of the international military presence and a large-scale reduction of the American contingent in Kosovo, as well as the exclusion of Kosovo from the organization of certain international
The document also provides for individual sanctions against Prime Minister Albin Kurti and Interior Minister Xelal Sveçla, if the situation on the ground deteriorates further.
This could include declaring the two officials non grata, "on the grounds that they are a threat to security and peace".
The document says that "the transatlantic community has a vital need not to allow a crisis behind the lines of contact with Russia... with the conviction that the problems would come from the side of Serbia, following the Franco-German plan, as the most stubborn and non-constructive party in the dialogue" .
The text continues, "no one expected that it would be the government of Kosovo, which, with its actions, would promote insecurity and fuel conflicts and crises".
The text further says that the international community has run out of patience and demands "a clear answer from the Kosovo government: is it a partner of the transatlantic community or not?"
Being a partner means unconditional fulfillment of all obligations and "failure to do so means consequences" according to the text.
In addition to criticizing the current government, the document also criticizes Kosovo's opposition and accuses them of "failing to understand the seriousness of the situation and the real danger for Kosovo".
The document states that the opposition must come out with a clear position if it is in favor of fulfilling Kosovo's obligations in the dialogue process.
"The fact that the opposition has not done this brings mistrust and projects opportunism," the text reads.
In the end it is said that "if Kosovo does not fulfill its obligations, it risks the future".
Euronews Albania addressed the European Commission for comment, if they are aware of the document and agree with such possible measures.
