With the inauguration of Serb mayors in northern municipalities, Kosovo has fulfilled the European Union's main condition for lifting the measures. They were imposed three years ago because Albanian mayors, who were elected in an electoral process boycotted by Serbs, were installed in municipal offices.
Analyst Arbnor Sadiku says that the orderly transfer of local government in the north, made the day before, has weight in decision-making that is not expected to happen soon.
"This is a turning point, let's say. It means that it can help, let's say, the removal of measures or sanctions in quotes from the European Union, however, this will also depend a lot on the next government as to what its relationship will be with the Serbian community, especially in the northern part ," Sadiku told ' Koha '.
But political expert Mazllum Baraliu believes that the EU must act without delay.
"I think it's the last moment for the European Union to stop calculating as it knows how to calculate and not delay as it knows how to delay and drag out by behaving in a bureaucratic manner, but it should lift the measures immediately ," Baraliu said.
The inauguration of the new authorities in North Mitrovica, Leposaviq, Zubin-Potok and Zvecan, the European Union Office in Kosovo has called an important step towards constructive engagement in the future. The urgency for lifting the measures was emphasized by President Vjosa Osmani, in a meeting with the French Ambassador to Pristina, Olivier Guérot, on Friday.
"The meeting discussed the latest developments in the country, as well as the process of preparing for the early national elections to be held on December 28. The President emphasized the importance of the smooth conduct of the electoral process and respecting the highest democratic standards, for which Kosovo is already an example. The meeting also discussed the assumption of office of the elected mayors of Kosovo's municipalities, including municipalities in the north of the country, a process that was completed today. The President emphasized the urgency of lifting the EU measures that are unjustly and without any reason still in force and are harming the interests of all citizens, without distinction ," the Presidency's announcement states.
The EU did not respond to KOHA's questions about whether the measures will be completely lifted after the developments in the north. The Government also did not indicate whether any communication has been held with official Brussels regarding this. Analyst Arbnor Sadiku says that the move by the EU can only be expected at the beginning of next year.
"Without the establishment of a new government, I do not consider that there can be any decision from the European Union since we are now just going through the holiday season, it is required that the institutions of the European Union gather and vote on these things. Therefore, I consider that only after the establishment of the new Government, which could happen in January 2026 or February 202 6," Sadiku says.
But Mazllum Baraliu insists that concrete steps must be taken before the national elections.
"It would be necessary right now, immediately in the spirit of efficiency, before the December 28 elections, the measures should be lifted because the European Union knows that they were imposed without any basis, without any right, and they are extremely damaging to Kosovo's economy, international cooperation, obtaining loans, and signing various agreements of first-rate importance, that is, vital," he said.
This year, the European Parliament called for the lifting of punitive measures against Kosovo. EU foreign ministers also suggested to the European Commission that they be gradually lifted. Their symbolic lifting has begun, and in this year’s report on Kosovo, the Commission expressed the view that further lifting would occur if an orderly transfer of governance in the north is achieved and if the de-escalation of the situation is sustainable.
