The agreement with Albania for illegal immigrants is expected to cost Italy more than 653 million euros, with a reception center in Shengjin and another accommodation in Gjadër.
Through an in-depth article , 'Corriere della Sera' , the largest newspaper in Italy, has analyzed all expenditure items, while also highlighting the problems that may be encountered in the implementation of the agreement.
Between construction, management and communication equipment, the two structures will cost almost 69 million euros, including investments in the Port of Shengjin, the center of Gjadri and the management of structures and means of communication. Another 25 million is needed for the surveillance institution. Albania will be given 94 million euros for external supervision.
For travel, per diems, food and accommodation for the forces of the Carabinieri, the State Police and the Guardia di Finanza, the additional costs are 260 million and 200 thousand euros. For the 5 new territorial commissions that will have to express their opinion on the right to asylum: 17 million and 970 thousand euros. For 152 new employees, including officials of the Ministry of Interior and Justice, magistrates, judges and health managers, over 42 million euros. For renting premises in Rome for video hearings and operating expenses around 3 million euros.
To build and equip 20 courtrooms for hearings in Albania and for communication links from Italy for 8 million and 730 thousand defenders. Travel expenses for lawyers and translators 29 million and 160 thousand. The cooperation protocol states that at the end of the evaluation procedures, the Italian authorities will remove the emigrants from the Albanian territory at their own expense. That is, they return them to Italy and the cost of renting ships, vehicles and equipment is another 104 million. If all the total costs for five years are collected, they amount to 653.5 million euros.
According to the Italian media, there are several problems that could jeopardize the implementation of the agreement. All are awaiting a decision of the Court of the European Union which may not call legal the accelerated procedures of the examination of the asylum request and the international protection of the asylum seekers, which can only be avoided if there is a payment of 5000 euros by the applicant. On the other hand, the protocol provides for the review of 3,000 requests per month, while the deportation of those who do not appear as beneficiaries must be done from the Italian territory. All this brings delays and it is not known how much it will be applicable. From Italian territory in 2023, out of 150,000 arrivals, only 4,753 were sent home.
The agreement was signed in Rome on November 6, 2023 by Prime Minister Edi Rama and Italian Prime Minister Giorgia Meloni. After ratification in both parliaments, work is expected to begin, while the end of spring is expected to be the time when the first immigrants will arrive in Albanian territory.
