Companies "Nika shpk" and "Zeqillari shpk", wave of abuses with tenders...
The Supreme State Audit Office has caught Shpresa Nikë of the company "Nika shpk" and Adriatik Zeqillari of the company "Zeqillari shpk" stealing public money, through fraud in the implementation of contracts with the Municipality of Korça for public works. From the audit of the activities of the Municipality of Korça, the Supreme State Audit Office has concluded that the two companies have not only been declared winners of tenders unfairly, but have also deceived in the implementation of contracts, through false situations for fictitious works, stealing public money.
More specifically, Adriatik Zeqillari has stolen part of the tender money for the 'Creativity Center Phase II' of Korça, by deceiving with the implementation of the contract and certifying with false situations unfinished works. There are strong suspicions that the appropriation of public money with the tenders is done in collaboration with the mayor of Korça, Sotiraq Filo, who should supervise the implementation of the contracts he concludes with his clients.
Meanwhile, according to the KLSH report, the construction company Nika shpk with the registered owner Shpresa Nika has made the theft of public money through fraud in the implementation of contracts, by certifying fictitious works with false situations, the norm. The company seems to have made the extortion of public money with this trick a practice in other municipalities as well.
The characters hiding behind Shpresa Nikë have stolen part of the money from the Korça Municipality's tenders for the reconstruction of the "Ymer Dishnica" general high school, the money from the tender for sports fields and other works at the "Themistokli Gërmenji" school, the construction of the "Sevasti Qiriazi" school gym, the reconstruction of the "Bratko" Oriental Museum, etc.
In several other reports of the Supreme State Audit Office, it is found that the company Nika shpk was declared the winner of public tenders without meeting the criteria announced by the public authority.
Maliqi's Topçi corruption scheme with Shpresa Nika of Shkodra
The Supreme State Audit Office, in a recent report on the activities of the Maliq Municipality, has concluded that high-value tenders, signed by Mayor Gëzim Topçiu, are contrary to the law, raising strong suspicions of a corruption scheme with a closed clientelist circle.
On December 28, 2020, Gëzim Topçiu signed the tender for the company Nika shpk with the object; Construction of the Maçurisht-Plasë Water Supply. The tender limit fund was 1.8 million euros, while the winning bid resulted in 1.6 million euros.
The High State Audit Office has found that the company Nika shpk was declared the winner without meeting the criteria announced by the contracting authority itself, that is, by the Municipality of Maliqi. In violation of the law, Topçiu i Maliqi also declared other companies as winners.
The paper owner of the Nika company is the 51-year-old from Shkodra, Shpresa Nika, behind whom several 'masterminds' of public funds are hiding. The Shpresa Nika company has received over 50 million euros in public tenders alone and in collaboration, in many cases without fulfilling the criteria and by deceiving in the implementation of contracts.
Over the last 5 years alone, over 24 million euros have been transferred from the Albanian state treasury to the accounts of the Nika Shpk company, based on dubious and clientelistic tenders.
But why did Mayor Gëzim Topçiu award the tender to the Nika company in violation of the law according to the Albanian Supreme Audit Institution?
Of the approximately 200 tenders that the company Nika shpk has received alone, 24 tenders have been received only from the Municipality of Maliq. This concentration of tenders in one municipality, plus the finding of the Supreme Audit Office, further increases suspicions of a consolidated corruption scheme between the company Nika shpk and the mayor Gëzim Topçiu. /Prapaskena
