The Elbasan Prosecutor's Office has finally taken strong action against the urban waste mafia that has eroded the Municipality of Elbasan for years. With inspections in 14 premises and several people arrested, it seems that a new era is knocking, where even the "garbage" is starting to smell in the offices of justice. A big name is at the center of the scandal, the mayor of the municipality, Gledis Llatja, who is said to be seriously at risk of arrest, even though he himself behaves as if nothing had happened.
But while the "clean-up operation" finally began in Elbasan, another small town, but with a strong smell of corruption, Kuçova, remains outside any serious investigation, even though the waste affair there is an "organized crime with a signature and a seal."
At the head of this affair that is stinking up the city is the company "Viola-Green SHPK", a "reborn" name for cleaning the city, but which in fact carries the scent of deep family and clientelistic ties.
The current mayor of Kuçovë Municipality, Kreshnik Hajdari, officially reported to SPAK, is accused of favoring criminal groups in awarding a giant tender for cleaning the city.
The tender is 1.5 billion lek, a 4-year contract from the municipality's budget and has ended up in the hands of the company "Viola-Green", which is not simply a private entity, but a family business of the circle of former mayor Selfo Kapllani. Specifically, Sherif Kapllani, who owns 33% of the shares in the company, is the son of Selfo Kapllani's brother.
So, in Kuçova we have a classic case of conflict of interest, clientelistic clashes, and a circulation of public money within a close family circle, where politics and business have become one.
The company itself was founded in 2015 and, despite not having a notable history of services, has won one of the largest contracts a municipality like Kuçova has ever awarded. Is it just because of the quality of service? Or because the owners have surnames that open doors?

The courage of justice seems to stop before names that are connected to the local political chain, so files are filed with SPAK, but justice does not knock on the offices where billions are distributed.
The question that arises is simple, but difficult: in Elbasan, justice began to move, will it have the same courage in Kuçova?
Will the connection between the Kapllans, the tender and Hajdar be investigated?
Or will we be satisfied with a summer show in Elbasan and a seasonal silence in Kuçovë?
If justice is truly equal, then after the garbage mafia in Elbasan, it is the turn of the tender and property mafia in Kuçovë.
Because if the "garbage" is not cleaned up equally in every municipality, then we do not have justice, but a selective cleaning plan that only goes where the government is not affected./In-Front.org
