A report by the State Intelligence Service, sent to senior state officials, including the Prosecutor General, raises the alarm about a phenomenon that is becoming increasingly common in Albania, where foreign individuals are granted citizenship and then Albanian passports, masquerading as "elite athletes".
This phenomenon has now become a business for officials from the Ministry of Sports, several Sports Federations in Albania, and other officials who handle falsified documentation, for the alleged importation of "elite athletes" into Albania.
The report emphasizes that everything is a combined fraud between several groups, where the goal is to profit from monetary sums from illegal immigrants who enter Albania, but present themselves as talented athletes in various fields of sport.
Along the lines of this scheme are counterfeiters who act as tourist agencies for seasonal immigrants who come to Albania for work.
These groups also control certain individuals who, in exchange for large payments, naturalize them as elite athletes, channeling them more easily into the stages of selling Albanian citizenship.
Granting citizenship and then being issued with a passport of the Republic of Albania has become a distant dream for many citizens of third countries in Africa and countries gripped by military conflicts.
In a 5-year period, Albania has been "invaded" by large waves of immigrants coming from poor African countries, immigrants from Ukraine, and other countries involved in civil and military conflicts.
In addition to the characters of the "professional athlete" immigrant trafficking agencies, officials of various sports federations operating in Albania and the Ministry of Education and Sports are also implicated.
Everything is a chain scheme that starts from the traffickers' agencies, extends to sports federations, then to the ministry and up, where citizenship is granted and then Albanian passports serve for free travel and residence within Europe's Schengen zone.
This is a golden opportunity for foreign citizens, whose freedom of movement is limited by many circumstances.
A perfect mechanism has been operating for years, where certain Albanian federations "recruit" potential athletes with high records and, taking advantage of procedural facilities for athletes (they are not required to know the Albanian language or history, as is the case for other foreigners), execute a considerable number of Albanian citizens every month.
Albanian federations draw up a sports engagement "contract" for the talent loaned from abroad. They send this contract to the Albanian National Olympic Committee (KOKSH), which then sends it for formal approval to the Ministry of Tourism, Culture and Sports, which the ministry then approves.
Further, the "athlete's" application goes to President Bajram Begaj for citizenship approval, who has approved requests for citizenship in many cases.
For 2023 alone, one of the Federations operating in Albania, which has never excelled or been heard of in elite sporting activities, is reported to have granted over 20 citizenships to "athletes" from Ukraine or third world countries.
Meanwhile, this federation has never had, even in its best days, more than 6 active athletes, Albanian and no longer foreign, in national or international sporting events.
Over 90 percent of elite athletes who have been granted Albanian citizenship are not only not part of Albanian sports or Albanian sports federations, but they no longer even live in Albania at all.
The naturalization of foreigners in Albania is a phenomenon that, some time ago, Prime Minister Edi Rama's majority, among many objectives to dismiss President Ilir Meta, attacked the latter with decrees for the excessive granting of citizenship to foreigners in Albania.
The Parliamentary Commission at that time (2019) also considered this phenomenon, which today the governing majority has left unchecked in the hands of some of the officials and traffickers of illegal immigrants entering Albania.
The Parliamentary Committee for Culture and Sports is now controlled by the opposition, which, if it investigates this non-random phenomenon that is happening in Albania, will uncover wonders together with the Albanian prosecution. /Syri.net
