Sokol Sadushi, president of the Supreme Court, expresses dissatisfaction with the way the justice reform is being implemented.

At the end-of-year conference, Sadushi stated that the system is not functioning properly, raising the low number of judges and prosecutors in the Magistrates' School as a concern. Sadushi was particularly critical of the KLP and KLGJ, the two institutions known as the Governments of Prosecutors and Judges, which he considered to be visionless. In this context, he mentioned the very low quotas in the Magistrates' School, which have been halved compared to 1 year ago, even though the system suffers from a shortage of prosecutors and judges.

" I cannot speak positively about everything that is happening. I will defend what we have drafted, but I am critical of the way the justice reform is being implemented. I have been cautious, but also critical, because the system is not functioning properly. There is no clear planning by the justice bodies on where it will go.

I have raised the issue of the number of judges and prosecutors who should be part of the School of Magistrates.

It is unacceptable and I have been critical of the KLP and KLGJ that the planned number of quotas last year went from 40 to 20 and this year it went to 10 judges and prosecutors. This shows a lack of vision in planning cases ," Sadushi declared.

According to him, the reform should be implemented with as little damage as possible.

" I will try to be realistic in my criticisms, but I have a duty to raise my voice on my own behalf, but also on behalf of what I represent, that this reform should be implemented with as little damage as possible. I am optimistic about the way it is being implemented. Despite the criticism, the reform is progressing. One thing is important that this reform is working. This makes us feel even more proud of the work we have done, but also to be critical, because the most critical part is the adjudication of cases within the deadlines ," he said.

The President of the Supreme Court, Sokol Sadushi, held his end-of-year press conference today. Sadushi once again raised the problem of the lack of judges, saying that today the system operates with 110 fewer judges.

Sadushi requested that concrete measures be taken to correct the admission quotas to the magistrates' school, because according to him, it is expected that "no more than 67 new judges" will graduate from this school by 2028.

" The lack of judges is the fundamental problem of the justice system. There are currently 307 effective judges in office compared to the projected 417, which means that the system is operating at 73.6% of its capacity. This situation becomes even more worrying if we consider that by 2028, no more than 67 new judges are expected to graduate from the magistrates' school."

"This reality demonstrates a lack of strategic vision for new entrants into the system. Concrete measures should be taken to correct the admission quotas in magistrate schools. In this atmosphere of structural pressure, the Supreme Court has guaranteed the functioning of the system through institutional responsibility and intensive work," said Sadushi.

Sadushi also spoke about appeals, which are in most cases rejected. One concern he raised is the fact that appeals are still not made in the format required by law.

"The appeal is very standardized, not every case can come to the Supreme Court, not every claim can be sought in the Supreme Court, " he said.

Sadushi stated that the most unsuccessful recourses are those involving the state.

" The public administration has a high number of cases in relation to the individual. Therefore, the most unsuccessful appeals are those against the state ," said Sadushi.
